The National Energy Administration recently released the "2018 National Prefectural-level Administrative Region Power Supply Reliability Index Report" (hereinafter referred to as the "Report"). The Report contains power supply reliability indicators for 333 prefecture-level administrative regions across the country. Among them, the Zhuhai, Zhongshan and Foshan Power Supply Bureaus of the Guangdong Power Grid of the State Grid Corporation of China ranked in the top three in terms of full-caliber power supply reliability. Among the nine cities in Guangdong in the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen, Guangzhou and Dongguan ranked in the top ten in terms of full-caliber power supply reliability, all of which have reached world-class levels. Guangdong Power Grid has been the leading unit in power supply reliability for ten consecutive years, "leading" the country.
Data shows that the average power outage time for users in prefecture-level administrative regions across the country is 15.26 hours per household, while the average power outage time in Zhuhai is only 0.98 hours per household. The average power supply reliability rate for all areas is 99.989%, ranking first in the country.
"The goal of power supply reliability management is to meet people's electricity needs in pursuit of a better life. We must make every effort to guarantee people's livelihood and industrial and commercial electricity use, make every effort to optimize the electricity business environment, and continuously improve people's sense of gain in electricity use." A relevant person in charge of the Production and Technology Department of Guangdong Power Grid introduced that they will continuously optimize and improve power supply reliability, accelerate the creation of a world-class provincial grid enterprise, and promote Guangdong's high-quality development.
The fundamental way to improve power supply reliability is to build a strong and reliable grid and equipment, improve the practical level of distribution automation, and improve comprehensive power outage management capabilities. According to the current economic development status and future plans of each city and even each town, Guangdong Power Grid improves the targeted management of power supply reliability and takes measures according to local conditions. In Tangjia Bay, Zhuhai, Zhuhai Power Supply Bureau has built the world's largest multi-terminal AC/DC hybrid flexible distribution network interconnection project, laying the foundation for Zhuhai to create a national "Internet +" smart energy demonstration zone spanning the city and park levels.
The application of intelligent technology in the fields of intelligent equipment, on-site operations, condition monitoring, situational awareness, and smart operation improves the quality of production and operation and the health level of equipment. Dongguan Power Supply Bureau can reduce the operation time of a substation interval from 40 minutes to less than 5 minutes by using new technologies such as "5G drone + programmed operation technology" and intelligent robot inspection.
As the most vivid example of the booming private economy, Foshan is self-evidently important for its development due to its adequate and reliable power supply. Guangdong Xinglian Precision Machinery Co., Ltd., located in Sanshan New Town, Nanhai District, Foshan City, is a user with high demand for power supply. "The company has more than 300 production machines. If there is a power outage during operation or the voltage flashes, the entire batch of parts will be scrapped." Lu Jia, assistant to the general manager of the company, introduced that since the company moved from its old site to Sanshan New Town in 2016, it has never had a power outage. The improvement in production efficiency has brought about an increase in output value. In 2018, the company's output value increased by about 20%. "For Foshan, which is undergoing transformation, power supply reliability is not only a set of indicators that rank first in the country, but also the source of industrial value." A relevant person in charge of the Foshan Power Supply Bureau said.
"All-city service" and "online service" are seemingly simple promises, but in fact, there are a lot of communication and coordination costs behind them. After Lixin Dyeing and Finishing Machinery (Guangdong) Co., Ltd. moved to Cuiheng New District, Zhongshan City last year, its production increased by 3 times, and it has very high requirements for power reliability and power quality. The Torch Branch of Zhongshan Power Supply Bureau took the initiative to communicate with the customer, communicate and negotiate with the municipal government, Cuiheng New District and other parties, and designed a power supply design plan that meets the customer's potential needs. It took the initiative to invest in the construction of a public switch station and a double busbar power supply system, which improved the power reliability in the area.
