Reporters learned from the press conference on promoting the development of clean energy held by State Grid Corporation of China on April 11 that in the first quarter of this year, the company's new energy power generation in its operating area was 115.8 billion kWh, a year-on-year increase of 10%, and new energy power generation accounted for 9.1%, a year-on-year increase of 0.7 percentage points; the amount of abandoned new energy was 4.66 billion kWh, a year-on-year decrease of 31%, and the abandonment rate was 3.9%, a year-on-year decrease of 2.1 percentage points, achieving an overall "double increase and double decrease".
"At present, the contradiction in clean energy consumption has been alleviated overall, but problems still exist in some local areas. It is an arduous task to achieve the goal of more than 95% utilization rate of new energy ahead of schedule." Liu Jinsong, deputy director of the Development and Development Department of State Grid Corporation of China, said that State Grid will further study and propose new measures such as advancing planning research, accelerating the construction of ubiquitous power Internet of Things, improving power forecasting, strengthening system operation safety management, promoting auxiliary service market, improving trading price mechanism, accelerating network-related technology innovation, and promoting green electricity consumption, so as to further improve the level of clean energy consumption and promote high-quality development of clean energy.
Implement 30 key tasks around 6 major areas
"To achieve the 2019 consumption target, the task is very arduous." Liu Jinsong said in an interview with reporters that there are many uncertainties in the consumption of new energy in 2019.
First, in terms of the growth of electricity demand, the total electricity consumption in the State Grid Corporation's operating area increased by 7.8% in 2018, and it is expected that electricity consumption will increase by 6.3% in 2019, with an increase of only 5% in the first quarter, and the consumption market space may be limited. Second, in terms of the growth of new energy installed capacity, it is expected to maintain sustained rapid development, and the annual new installed capacity will exceed 50 million kilowatts. Third, in terms of system flexibility, the "13th Five-Year Plan" plans to transform 220 million kilowatts of thermal power flexibility. At present, 41.35 million kilowatts have been completed. The transformation progress is relatively lagging, and the new peak-shaving capacity is insufficient. Fourth, in terms of inter-provincial transactions, inter-provincial barriers have not been completely eliminated, and the cross-provincial and cross-regional consumption policies and electricity price mechanisms of new energy have yet to be improved. There is a certain degree of uncertainty in expanding the scale of cross-provincial and cross-regional transactions.
It is reported that State Grid will implement 30 key tasks in six major areas, including guiding the orderly development of clean energy, accelerating grid construction, strengthening unified dispatching, expanding transaction scale, strengthening technological and mechanism innovation, and strengthening organizational leadership, in accordance with the requirements for building a world-class energy Internet enterprise with "three types and two networks".
In terms of accelerating the construction of power grids and expanding the scope of clean energy allocation, we will accelerate the construction of transmission channels such as Zhangbei-Xiong'an UHV AC, Qinghai-Henan, Ya'an-Jiangxi, Shaanxi-Wuhan UHV DC, and Zhangbei Flexible DC Demonstration Project. We will further enhance the transmission capacity of existing UHV transmission channels by promoting the acceleration of supporting power supply construction, strengthening the transmission and receiving end power grid structure, improving the withstand voltage capacity of converter stations and wind farm equipment, and optimizing the operation mode arrangement. 17 provincial section strengthening projects such as the 750 kV third channel of the Hexi Corridor in Gansu will be completed and put into operation within the year. Accelerate the construction of modern distribution networks to meet the needs of distributed clean energy grid access and diversified load electricity consumption.
Clean energy development is a technical issue as well as an economic issue. At present, there is a large gap in my country's renewable energy subsidy funds, and all parties are very concerned about the issue of subsidy issuance.
In this regard, Yao Jun, deputy director of the Price Department of the Finance Department of State Grid Corporation of China, told reporters that in terms of collection, the renewable energy electricity price surcharge is collected along with the terminal electricity sales, with a collection standard of 1.9 cents/kWh. The power grid companies at all levels under State Grid Corporation of China will pay the collected renewable energy subsidies to the central finance on a monthly basis. At present, all direct supply users of power grid companies have paid the renewable energy electricity price surcharge on time.
In terms of payment, power grid companies count the amount of subsidies and subsidies for projects included in the renewable energy subsidy catalog, and apply to the Ministry of Finance for subsidy funds in advance. "In early March this year, we applied to the Ministry of Finance for the full year's renewable energy subsidy funds. The Ministry of Finance's subsidy funds will be directly allocated to power grid companies in various provinces, and power grid companies will allocate subsidies to various projects during the settlement period when they receive the money. This year, the Ministry of Finance is studying the allocation of subsidy funds directly to various renewable energy power generation projects, and power grid companies will actively cooperate to do a good job." Yao Jun said.
12 platforms showcase ubiquitous power Internet of Things application scenarios
State Grid Corporation of China has proposed a new development strategy to build a world-class energy Internet enterprise with "three types and two networks". How will it implement the concept of "three types and two networks" in serving the development of clean energy?
In this regard, Liu Jinsong told reporters that State Grid will develop and build a new energy big data management platform in accordance with the requirements of promoting the construction of a world-class energy Internet enterprise with "three types and two networks", standardize work standards and business processes, and establish a new energy management system with "horizontal coordination, vertical integration" and "all links, full integration, full coverage, full ecology, and full scenarios."
Talking about the typical application scenarios of ubiquitous power Internet of Things in the development of clean energy, Liu Jinsong introduced that State Grid will establish 12 platforms, including environmental carrying capacity analysis platform, resource distribution platform, manufacturer platform, power user platform, company internal management platform, load user platform, load forecasting platform, absorption capacity calculation platform, new technology platform, policy research platform, decision support platform, big data analysis platform, etc., which will carry out process management, absorption analysis, decision support, policy analysis, advanced technology and other businesses internally, and form a station construction and grid connection service center, financial transaction service center, operation monitoring service center, operation and maintenance service center, and data service center externally, providing one-stop full-process services for governments, companies, suppliers, energy users, etc.
The meeting also released the "State Grid Corporation of China Service New Energy Development Report (2019)". The report not only introduced the development of clean energy in the operating area of State Grid Corporation of China and new measures to promote the development and consumption of clean energy, but also released the company's six major initiatives to promote the development of clean energy.
The report points out that clean energy consumption is a systematic project involving power sources, power grids, users, policy mechanisms, technology research and development, etc. Fundamentally solving the "three abandonment" problem requires joint efforts from all parties, multiple measures and comprehensive policies.
In terms of power supply, according to the consumption targets of each region, combined with the connection conditions and consumption capacity of the local power grid, the annual construction scale, layout and timing of clean energy should be reasonably determined. Accelerate the implementation of the flexibility transformation of thermal power units, and strive to complete the transformation scale of more than 40 million kilowatts in 2019. Standardize the construction and operation management of coal-fired self-contained power plants, and manage grid-connected coal-fired self-contained power plants in the same way as public power plants, obey the unified dispatch of the power grid, and assume the obligation of peak regulation and corresponding social responsibilities.
"The traditional model is difficult to meet the demand for clean energy consumption after large-scale access. We need to promote the cross-regional consumption of clean energy with the idea of 'one country, one chessboard'." Dong Cun, director of the Hydropower and New Energy Department of the National Dispatching Center of State Grid Corporation of China, told reporters that this year, we will promote the improvement of policies, markets and price mechanisms that are conducive to breaking down inter-provincial barriers and promoting the cross-regional and cross-provincial consumption of clean energy, and give play to the decisive role of the market in resource allocation. At the same time, we will promote the construction of the power auxiliary service market, give priority to clean energy participation in inter-provincial medium- and long-term transactions, and adopt a variety of market-based trading methods to promote clean energy consumption. In 2019, inter-provincial transactions of new energy will reach more than 70 billion kWh. We will vigorously promote the substitution of electric energy, and strive to complete the replacement of more than 145 billion kWh of electricity in 2019.
