The United States continues to expand its export ban on Chinese semiconductors, and the U.S. Department of Commerce plans to send a delegation to Taiwan in March, which has attracted market attention. It is understood that the briefing will be held in March, and in addition to the originally scheduled Zhuke sessions, there will be a new Nanke session. US officials will meet face-to-face with Taiwanese semiconductor supply chain operators to convey that they "must fully understand" the US chip ban. position on relevant regulations.
The U.S. chip ban on China last year raised regulatory standards, exceeding previous restrictions on chip technology below specific nanometers. Officials from the Industrial Development Administration of the Ministry of Economic Affairs explained that the previous controls were relatively clear, but with the development of heterogeneous integrated packaging technology and the diversified development of mature semiconductor process technologies, they will exceed the restricted technology areas of the original US chip ban. Therefore, the tightened ban in October last year , a new "computing power density" indicator is added as a restriction threshold. Chips whose computing power exceeds a certain standard will not be sold in the Chinese market, and foundries using American technology will not be used to manufacture Chinese chips.
Officials from the Ministry of Economic Affairs said that the briefing sessions for manufacturers are mainly hosted by the American Institute in Taiwan, and the reason why the South China Semiconductor Semiconductor Semiconductor Manufacturing Co., Ltd. (NASDAQ: TSMC) and other large semiconductor companies have moved advanced manufacturing plants to the south in recent years has also led to the expansion of related industrial clusters southward.
Officials said that many manufacturers responded that the text of the chip ban after the United States was tightened was relatively vague, and the technology, process, and materials used in semiconductors may be "a lot different" from one word to another. Therefore, the Ministry of Economic Affairs will first compile common issues and communicate with the United States. More specific answers can be given at the briefing session.
Taiwan's semiconductor industry is the focus of the world. The Chinese and American camps have their own regulations on technology protection. The Taiwan-made chip industry chain needs to be more active in advanced manufacturing processes. The Industrial Development Administration of the Ministry of Economic Affairs has subsidized more than 4 billion yuan this year to promote emerging and high-tech industry guidance. Among them, IC design, materials and equipment companies are moving into the fields of advanced processes and packaging, with a total investment of approximately NT$2.2 billion, with the goal of increasing the share of advanced process output in the IC design industry to 43%.
The Ministry of Economic Affairs stated that the "Subsidy Program for Promoting the Advanced Development of Local IC Designers" is open for applications until March 29. It will take stock of the needs of the domestic IC industry for the development of 16 nanometers and below, and promote a collaborative system for IC designers through the advanced chip R&D and application ecosystem. Industry players are investing in research and development of advanced chip applications in AI, high-performance computing (HPC) or automotive applications.
