1.0.1 This specification applies to the engineering design of new submarine optical cable digital transmission systems (hereinafter referred to as \"submarine cable systems\"). The reconstruction, expansion and other engineering designs involving submarine optical cable digital transmission systems can also refer to this specification and be implemented in combination with specific engineering conditions. 1.0.2 Telecommunications infrastructure construction involves national defense security, and the \"Technical Regulations for Implementing National Defense Requirements in Telecommunications Infrastructure Construction\" issued by the Ministry of Information Industry should be implemented. 1.0.3 Engineering design must ensure communication quality, safety and reliability, advanced technology, economic rationality and practicality. Multiple schemes should be compared in the design, and efforts should be made to improve economic benefits and minimize project costs. 1.0.4 Telecommunications equipment used in engineering design should obtain the telecommunications equipment network license issued by the Ministry of Information Industry. Equipment that has not obtained the telecommunications equipment network license issued by the Ministry of Information Industry shall not be used in the project. Submarine optical cable communication system equipment used in areas with seismic fortification intensity of 7 degrees or above (including 7 degrees) in my country shall obtain a seismic performance test certificate. Equipment that has not obtained a communication equipment seismic performance certificate issued by the Ministry of Information Industry shall not be used in the project. 1.0.5 Parts not covered by this specification shall comply with the relevant provisions of the current communication industry standards YD 5102-2005 \"Long-distance Communication Optical Cable Line Engineering Design Specification\", YD/T 5095-2005 (SDH Long-distance Optical Cable Transmission System Engineering Design Specification) and YD/T 5092-2005 \"Long-distance Optical Cable Wavelength Division Multiplexing (WDM) Transmission System Engineering Design Specification\". 1.0.6 In addition to complying with this specification, the engineering design of submarine optical cable digital transmission systems shall also comply with the current relevant national standards and specifications. When there is a conflict between this specification and relevant national standards and specifications, the national standards and specifications shall prevail.
