This circuit is a 9 volt battery charging circuit with approximately 30mA per input amp at 0.4V. U1 is a four-Schmitt trigger used as an astable multivibrator to drive TMOS devices Q1 and Q2. The U1 power supply is driven by a 9V battery through D4. The solar cell provides power to Q1 and Q2.
