Integrated circuits, also known as chips, are the main products of microelectronics technology and the foundation of modern information technology. Chips are almost everywhere, from household appliances and mobile phones used in daily life to aerospace equipment. Any electronic information product and system equipment cannot do without it. The technical performance and industrial scale of integrated circuits determine the development level and international competitiveness of a country's modern industry and agriculture, national defense equipment and household electronic consumer products, and are the driving force of modern economic development.   There is a certain food chain correspondence between the integrated circuit industry and the development of the national economy.   The integrated circuit industry is a high-investment, high-profit industry. Some people compare it to a modern "money printing machine." Modern economic development data show that the output value of 1 yuan of integrated circuits will drive the output value of electronic products of about 10 yuan and the growth of 100 yuan of national economy. This figure reflects the relevance of integrated circuits to the information industry and the national economy, and its pull coefficient is quite large. According to relevant data, the contribution rate of integrated circuits to the national economy is much higher than that of other categories of products.   Using integrated circuit chips to transform traditional industries into intelligent ones will make traditional industries rejuvenated. For example, the total power consumption of fans and pumps used in the country accounts for about 36% of the total power generation in the country. If fans and pumps are transformed with electronic frequency conversion speed regulation, 65.9 billion kWh of electricity can be saved each year, which is equivalent to the total power generation of three Gezhouba power stations; the transformation of diesel locomotives can save 12-14% of fuel; after the high-efficiency energy-saving transformation of incandescent lamps, if 60 million (about 1/18 of the total output of incandescent lamps in the country) are promoted and applied, the power saved is equivalent to the total power generation of three Daya Bay nuclear power stations.
  In addition, in recent years, microelectronics technology and its related micro-machining technology are being combined with mechanics, optics, and biology, thus deriving new technologies and industries, such as micro-mechanical systems (MEMS), vacuum microelectronics, optical integrated devices, biochips, etc. These new technologies and new industries will become new economic growth points in the 21st century. In particular, the emergence of system integrated chips (SOCs) has enabled integrated circuits to develop into integrated systems, that is, the functions of the entire electronic machine can be integrated into a chip. In the near future, the boundary between integrated circuits and electronic complete machines will be completely broken, and the decisive role of the integrated circuit industry in the competitiveness of the information industry will inevitably be raised to an unprecedented level.

The chip design industry is the breakthrough point for development, the chip manufacturing industry is the focus of development, and the chip packaging industry accounts for the largest proportion. China's integrated circuit industry has initially formed an industrial structure of circuit design, chip manufacturing and circuit packaging;
  Document No. 18 of the State Council [2000] triggered a wave of investment in China's integrated circuit industry. At present, three major integrated circuit enterprise clusters have been formed, namely the Yangtze River Delta with Shanghai as the main body, the Pearl River Delta with Shenzhen as the main body, and the Beijing-Tianjin-Tangshan area with Beijing as the main body
  . According to CCID statistics, in 2001, the integrated circuit industry achieved sales revenue of 18.83 billion yuan and output reached 6.36 billion pieces, and its representative products have entered the ranks of world mainstream technologies.
  The chip design industry is a key link in the integrated circuit industry chain and an important bridge between market demand and chip processing. Relatively speaking, integrated circuit design requires less capital, has low costs, high profits, and is close to the market. It is a breakthrough for the development of China's integrated circuit industry.
  In the past two years, investment in China's integrated circuit industry has been very hot. In 2000-2001, the investment in the integrated circuit industry was nearly 40 billion yuan, more than twice the total investment in the past 30 years. It is expected that the investment in 2002 will exceed 20 billion yuan. In addition to Beijing, Shanghai, Shenzhen and other places that have entered the chip industry in a big way, Guangzhou, Qingdao, Tianjin, Chengdu, Suzhou, Zhuhai and other places have also set up chip factories, and the investment amount and scale are larger than each other. China's integrated circuit industry has formed three integrated circuit enterprise clusters in the Yangtze River Delta with Shanghai as the main area, the Pearl River Delta with Shenzhen as the main area, and the Beijing-Tianjin-Tangshan area with Beijing as the main area.
  At present, integrated circuit design companies have shown a vigorous development momentum. There are more than 200 companies engaged in integrated circuit design in the country, of which 183 are independent design companies.
  The operating income in 2001 exceeded 1.1 billion yuan. Among them, there are 4 design companies with sales exceeding 100 million yuan, namely Hangzhou Silan Microelectronics Co., Ltd., Huada Integrated Circuit Design Center, Wuxi Huajing Silicon Microelectronics Co., Ltd., and Shanghai Huahong Integrated Circuit Design Co., Ltd.
  Hangzhou Silan Microelectronics Co., Ltd. has a particularly outstanding development speed and scale. Its current total share capital is 75.02 million shares, and its net assets have reached 140 million yuan. Since its establishment in 1997, Silan Microelectronics Co., Ltd. has achieved an average annual sales growth rate of more than 50%. In 2001, its sales were 230 million yuan, accounting for 20.9% of the total sales of China's integrated circuit design industry. In 2001, Silan and its 40%-invested Hangzhou Youwang Electronics Co., Ltd. had a total product sales of 453 million yuan, with a total pre-tax profit of 85 million yuan. The company has developed into the largest joint-stock integrated circuit design company in China. The
  chip manufacturing industry is the focus of the development of China's integrated circuit industry. In 2001, the chip output was 1.311 billion pieces, with sales of 2.716 billion yuan. At present, there are more than 30 major manufacturing companies and 25 chip production lines, forming a situation where multiple silicon wafer sizes from 3 inches, 4 inches, 5 inches to 6 inches and 8 inches coexist and are used. From the distribution of production lines, the six major domestic IC manufacturing companies—Shanghai Huahong MEC, Beijing Shougang Ridian, Shanghai Advanced, Wuxi Huajing, Shanghai Belling, and Shaoxing Huayue—have 13 production lines, accounting for more than half; the production lines are geographically concentrated in Beijing, Shanghai, and Wuxi. At present, there are several new production line projects under planning, and some have been completed and put into trial production. Some experts predict that by 2010, China will have about 70 chip production lines. After the completion of these chip production lines, the proportion of chip manufacturing in China's integrated circuit industry will be greatly increased, and the development of related supporting industries will be directly driven.
  China's chip packaging industry accounts for the largest proportion in the integrated circuit industry. In 2001, the integrated circuit packaging volume was 5.049 billion pieces, with sales of 16.114 billion yuan, and the share of circuit finished products in the total domestic integrated circuit output was 79.5%. At present, there are 18 major packaging companies in my country. According to CCID-MRD statistics, the sales of packaged circuits of these 18 companies are 15.816 billion yuan, accounting for 98.3% of the total sales of domestic packaging companies. These companies mainly undertake external processing tasks. More than 70% of the packaged chips are imported, and more than 70% of the packaged circuits are sold back abroad.
  From the perspective of the annual production capacity of China's post-IC packaging enterprises, there are four enterprises with annual packaging capacity of more than 500 million pieces, including Shenzhen Saishifa Electronics Co., Ltd., Jiangsu Changdian Technology Co., Ltd. (Jiangyin Changjiang Electronics Industry Co., Ltd.), Nantong Fujitsu Microelectronics Co., Ltd., and Motorola (Tianjin) Semiconductor Factory; there are four enterprises with annual packaging capacity of less than 500 million pieces and more than 100 million pieces, including Shanghai Afatech Electronics Co., Ltd., Shougang NEC Electronics Co., Ltd., Mitsubishi Stone Semiconductor Co., Ltd., and State-owned Yonghong Equipment Factory; there are four enterprises with annual packaging capacity of more than 50 million pieces, including Shanghai Matsushita Semiconductor Co., Ltd., Hangzhou Silan Electronics Co., Ltd., Shanghai Huaxu Microelectronics Co., Ltd., and Wuxi Huazhi Electronics Co., Ltd.; the annual packaging capacity of other companies is less than 50 million pieces.

  In June 2000, the State Council officially promulgated the "Several Policies to Encourage the Development of the Software Industry and the Integrated Circuit Industry", namely the Document No. 18 of the State Council [2000]. The introduction of this policy has provided a good investment policy environment for the development of China's integrated circuit industry. In accordance with the spirit of the State Council's Document No. 18, local governments have also successively announced local preferential measures.
  Encouraged by Document No. 18, many overseas Chinese and overseas students have returned to China to start businesses and devote themselves to the integrated circuit industry, especially the design industry center, bringing a large amount of capital, technology, talents and management to the domestic integrated circuit industry, and also promoting the integration of China's integrated circuit industry with the international market.
  There is still a big gap between China's integrated circuit industry and the advanced level of foreign countries and the domestic market demand. The main manifestations are the small scale of the industry, weak technological innovation capabilities, and relatively lagging development of supporting industries. At present, the factors restricting the development of China's integrated circuit industry are being continuously improved, and China's integrated circuit industry is facing an unprecedented great development opportunity.
C The prospects are very broad
. Since this year, the integrated circuit market has shown obvious signs of recovery. It is estimated that by 2005, the world's integrated circuit sales will reach 270 billion US dollars;
  new markets such as electronic information products, communications, and multimedia, and the transformation and upgrading of traditional industries will bring new market space to the integrated circuit industry. By 2005, China's integrated circuit market sales will exceed 300 billion yuan.
  Market demand is the key to the healthy development of China's integrated circuit industry. From the perspective of international and domestic markets, China's integrated circuit industry has a broad market prospect.
  According to statistics from the World Semiconductor Trade Statistics Organization (WSTS), the average annual growth rate of the world's integrated circuit market in the past 30 years has reached 17%, and the total sales of the world's integrated circuit market reached a historical high of 171 billion US dollars in 2000. Since the second half of 2000, the world's integrated circuit market has experienced a significant decline due to factors such as the slowdown in global economic growth and the sluggish electronic information manufacturing industry. In 2001, the world integrated circuit market sales were only 118.49 billion US dollars, down nearly 33% from 2000.
  Since this year, the signs of recovery in the integrated circuit market have become increasingly obvious. According to the World Semiconductor Statistics Association (WSTS), the integrated circuit market will rebound by 3.7% in 2002 to 112.83 billion US dollars. In 2002, the market growth rate in the Asia-Pacific region with China as the core will reach 25.7%, becoming the driving force for the recovery of the world integrated circuit market. It is estimated that the sales of the world integrated circuit market will reach 270 billion US dollars in 2005.
  In recent years, China's information industry has developed rapidly at a rate three times that of GDP, providing a huge market space for the integrated circuit industry. During the "Ninth Five-Year Plan" period, the average annual growth rate of China's integrated circuit market reached 46%. In 2001, the market demand reached nearly 126 billion yuan, an increase of 29.2% over 2000, accounting for 12.9% of the world's integrated circuit market share that year.
  In the next few years, China's market demand for integrated circuits will mainly come from the following aspects:
  First, the electronic information product manufacturing industry has put forward a huge market demand for integrated circuits. At present, China has become the world's main producer of electronic information products. The products with the largest production volume in the world include: TV sets, radio recorders, VCDs, DVDs, video disc players, telephones, electronic watches, calculators, refrigerators, air conditioners, etc. The products with the main production position in the world include: program-controlled switches, PCs, mobile communication systems and mobile phones, soft and hard disk drives, monitors, computer boards, mice, etc. With the adjustment of the world's IT industry structure and the improvement of China's investment environment, more electronic products will be moved to China for manufacturing, which will provide a large market for China's component industry, especially the integrated circuit industry.
  Second, the rapidly developing new market will put forward new demands for integrated circuits. First, the communication business is developing rapidly. It is estimated that by the end of 2005, the number of fixed-line telephone users in China will reach 220 million to 260 million, with an average growth rate of about 10% from 2001 to 2005; the number of mobile phone users will reach about 260 million to 290 million, with an average growth rate of about 26%; the new generation of mobile communications will create an opportunity for the development of China's integrated circuit industry. Secondly, the development of data multimedia and radio and television services. It is estimated that the number of data and multimedia Internet users will reach 200 million in 2005, with an average annual growth rate of 54%. The development of Internet services, especially e-commerce and online education, will generate a large demand for servers, routers, and digital terminal products. In addition, the application of various types of IC cards will bring a new development opportunity to China's integrated circuit industry.
  Thirdly, with the strategic adjustment of China's economic structure, the transformation and upgrading of traditional industries, and the provision of advanced and complete electronic information technology and products for various industries, new market space will be created for the integrated circuit industry. This demand exists in almost all our provinces and cities, especially for the production bases of traditional industries, bringing new opportunities to the IC design industry and packaging industry.
  Driven by the above demand factors, the average annual growth rate of sales volume and sales revenue in China's integrated circuit market will remain at around 20% and 25% from 2002 to 2005. By 2005, the sales volume of China's integrated circuit market is expected to reach 50 billion units, and the sales revenue will exceed 300 billion yuan.
  In addition, joining the WTO will provide a good market environment for the development of China's integrated circuit industry. Joining the WTO is conducive to China's introduction of high-end technology and products. The reduction of tariffs will help China import the world's advanced integrated circuit products at a lower price; in the long run, the protection of patent technology will be conducive to the improvement of the technical level of China's integrated circuit industry.
  The market prospect of China's integrated circuits is very huge, and China's integrated circuit market will soon become a major component of the world market.
D. The driving force of development
All the industrially developed economic powers in the world are strong countries in the integrated circuit industry; drive industrialization with informatization, give play to the latecomer advantage, and achieve leapfrog development of China's economy; the integrated circuit industry driven by the integration of 3C technology and the widespread application of computer international Internet will breed a large number of emerging industries, which will inject new vitality into the sustained and rapid development of China's national economy.
  The wave of global informatization, networking and knowledge economy based on the progress of integrated circuit and software technology is making the integrated circuit industry more and more important, and its impact on the national economy, national defense construction and people's lives is also increasing. The information industry with integrated circuits as the core has become a key industry to promote China's economic development and improve its comprehensive national strength.
  Practice has proved that all the industrially developed economic powers in the world are also strong countries in the integrated circuit industry.   According to CCID's forecast, China's integrated circuit output will reach more than 20 billion pieces and sales will reach more than 80 billion yuan in 2005, accounting for about 3% of the world market share at that time, and can meet 30% of the domestic market demand. By 2010, the national integrated circuit output will reach 50 billion pieces and sales will exceed 200 billion yuan, accounting for 5% of the world market share at that time, meeting 50% of the domestic market demand, forming an industrial group with a certain scale and a relatively complete industrial chain, and then realizing the leapfrog development of China's integrated circuit industry.
  Developing the integrated circuit industry is a long-term and urgent task to promote the development of my country's economy. The integrated development of computers, communications, consumer electronics, and digital 3C technologies driven by the integrated circuit industry and the widespread application of computer international Internet will breed a large number of emerging industries and inject new vitality into the sustained and rapid development of my country's national economy. At the same time, it plays a significant role in the technological transformation, structural adjustment and industrial upgrading of traditional industries, opening up domestic and foreign markets for information products, and accelerating the adjustment of the national economic structure and the growth of the gross national product.
