The U.S. government has recently expressed concern that its weapons systems that rely on foreign- made ICs could be tampered with before delivery. As a result, the Defense Advanced Research Projects Agency has called on industry to submit proposals for the "IC Trustworthiness" project. The U.S. military's heavy reliance on overseas-made chips has sparked this discussion on how to prevent IC tampering before delivery. The U.S. government suspects that ICs may be tampered with or counterfeited during design or manufacturing, and reliability may not be achieved. For example, by changing the chemical composition, reducing the thickness of the material, or placing the wiring too close together. In addition, the chip may be designed to misoperate in more special circumstances, and the functional module becomes an embedded "Trojan horse". This may make the weapon system work perfectly during testing or deployment, but it may be "finished" in combat.
