Self-provided power supply management needs to be standardized [Copy link]

At present, the contradiction between power supply and demand is very prominent. In order to ensure the completion of production tasks and meet their own electricity needs, the majority of power customers have turned to purchasing diesel (gasoline) generators to generate electricity themselves, resulting in a sharp increase in self-provided generator sets that are not connected to the grid. The unauthorized access to self-provided generators, the private transfer of customer-provided power, and the illegal operation of mobile generators seriously threaten the safety of the power grid and personal equipment. Since July 2003, Zhejiang Province has had two personal electric shock deaths due to the reverse power supply of customer-provided generators and the inadequate safety measures at the maintenance and construction site. Therefore, it is urgent to strengthen the standardized and effective management of customer-provided power supplies that are not connected to the grid.

The severe power shortage situation has forced customers to increase the number of self-provided power supplies. The continuous high temperature, drought and water shortage since the beginning of summer have caused large-scale power rationing, breaking the stable power supply situation for six years. In 2004, the city had 8,896 power rationing times, with a direct loss of 39.81 million kWh of electricity, and 7,162 households had power rationing times, with a loss of 161.4 million kWh of electricity. Many industrial and mining enterprises, institutions and commercial customers, and even residential customers, in order to ensure normal production and living electricity, especially those with foreign trade orders, were caught off guard by the sudden severe power shortage. Out of helplessness, they purchased and installed their own diesel (gasoline) generators, small mobile generators, and even UPS and simple reversible batteries. In order to encourage key backbone enterprises to carry out production self-help and ensure the stable growth of local GDP, government departments at all levels have also introduced subsidy policies for the purchase of self-provided power supplies.

According to statistics, as of the end of December 2004, there were 1,782 customers in Quzhou City who had registered for self-provided generators, 1,807 self-provided generators with a total capacity of 85,100 kilowatts, an increase of 1,095 customers and 1,120 self-provided generators over the end of 2003, with an increase in capacity of 54,400 kilowatts, an increase of 177.2%.

There are still many potential safety hazards in the anti-reverse transmission device of customers with their own power supply. Since most customers are not familiar with the technical requirements and relevant regulations for the anti-reverse transmission device of their own power supply, they hastily purchase and install their own generators without authorization, which makes the anti-reverse transmission device and operating system of the customers have many potential safety hazards. In addition, the safety awareness of the operators is relatively weak, and the customers make private connections, which can easily cause the self-provided power supply to reversely transmit electricity to the power grid when in use, posing a serious threat to the safety of the power grid and personnel and equipment.

The original relevant management regulations and methods are no longer suitable for the current situation and have many deficiencies and drawbacks. The relevant provisions of laws and regulations such as the "Electricity Supply and Use Regulations" and the "Power Supply Business Rules" only provide principle provisions for the application conditions, breach of contract matters, and liability for breach of contract for customers with self-provided power supplies. Due to the early formulation time and with the development and progress of society and the changes in the nature of various types of customers, the original management methods have strict requirements for customers to apply for the use of self-provided power supplies, which is extremely incompatible with the urgent needs of customers to apply for the use of self-provided power supplies. Customers are increasingly calling for the relaxation of application conditions for self-provided power supplies and even for the encouragement of the use of self-provided power supplies. Therefore, it is urgent to modify the original management regulations and relax the approval conditions.

The change in the legal status of power supply companies has made it more difficult to investigate and punish illegal self-provided power supplies. At present, power supply companies have transferred their original administrative power management functions to the government, and power supply companies and the majority of power customers have become equal civil subjects. Both parties can only constrain their respective power supply and use behaviors and bear corresponding civil liabilities according to the signed "Power Supply and Use Contract"; the power inspection department of the power supply company can only conduct power safety inspections on customers in accordance with the provisions of the "Power Inspection Management Measures" formulated by the former Ministry of Electric Power Industry. However, due to the abolition of the former Ministry of Electricity and the corporate nature of power inspections, and the fact that the government has not made clear authorization and entrustment, the effectiveness of power inspections has been greatly reduced. For self-provided power customers who have installed and used them without authorization and have serious safety hazards, they can only issue defect notices and remove the self-provided power supply wiring. However, customers do not understand and do not implement the policy, making it very difficult for power supply companies to investigate and punish self-provided power supply customers' breach of contract. At the same time, due to the short supply and rising prices of self-provided power supplies in the market, many manufacturers without production licenses have switched to producing self-provided power supplies in pursuit of huge profits, resulting in the mixed quality of self-provided power supply products on the market, and casualties caused by explosions of self-provided power supplies have occurred frequently. The noise and air pollution caused by customers' self-provided power supplies also have management loopholes due to unclear responsibilities of power supply companies and government environmental protection departments.

Timely report, obtain government understanding and support, and form a joint force. In order to strengthen the effective management of customers' self-provided power supply and obtain government understanding and support, Quzhou Electric Power Bureau timely reported to the relevant government departments on various problems and safety hazards in the management of customers' self-provided power supply, which attracted their high attention and urgently issued Quzhou City Orderly Power Use [2004] No. 009 "Notice on Issuing the Interim Measures for the Management of Non-Grid-connected Generators in Enterprises and Institutions in Quzhou City", requiring all enterprises and institutions to install and use self-provided power supply in accordance with the principle of "standard application, focus on benefits, ensure safety, and take environmental protection into consideration", and clearly stipulate the illegal behavior of customers' self-provided power supply and the power supply company's authority to investigate and deal with it, so that the investigation and handling behavior of power supply companies has been effectively guaranteed by policies. At the same time, Quzhou Electric Power Bureau, together with the Municipal Orderly Power Use Leading Group and the Municipal Economic Commission, successively published the "Notice on Standardizing the Use of Self-provided Generators" and "Notice on Strengthening the Safe Use of Electricity by Important Power Customers in Quzhou City" in major media in the city, which attracted widespread attention and attention from the whole society to the safety management of self-provided power supply, and customers who have purchased self-provided power supply came to apply for relevant procedures.

Based on the actual situation, formulate highly operational management methods. Based on the new "Management Methods for Self-provided Power Supply of Customers Not Connected to the Grid by Zhejiang Electric Power Industry Bureau" and the opinions and requirements of Zhejiang Electric Power Industry Bureau [2003] No. 1195 "Notice on Issuing the "Notice on the Inspection of the Management of Self-provided Power Supply of Customers Not Connected to the Grid", combined with the actual situation of power customers in Quzhou area, and on the premise of ensuring safety, Quzhou Electric Power Bureau re-formulated and issued the "Management Methods for Self-provided Power Supply of Customers Not Connected to the Grid" (Trial) and related standards such as application, acceptance, computer room, operation procedures, safety agreement, etc., and made clear provisions for special self-provided power supply customers, so that the provincial and municipal management methods for self-provided power supply of customers not connected to the grid have strong practical operability.

People-oriented, clear responsibilities, and hierarchical management. In view of the actual situation that customers have many and wide-ranging self-provided power supply points, power supply companies are short of manpower, and management is difficult, in order to avoid vacuums and "dead corners" in the management process, the Quzhou Electric Power Bureau strictly requires all grassroots units to formulate corresponding management methods based on their own actual conditions, establish a long-term management mechanism for self-provided power supply, and draft documents to establish a three-level self-generated power management network of the marketing department, power supply station, and business office, clarify the self-generated power management personnel at all levels, and implement the management responsibilities of acceptance, acceptance, data filing, and daily supervision and inspection of customers' self-provided power supply that is not connected to the grid, laying a good foundation for effectively strengthening the management of customers' self-provided power supply.

We widely publicize the policies and regulations on customers' self-provided generators through various channels. In order to facilitate customers to understand and master the relevant regulations on self-provided power supply management in detail, we have uniformly printed more than 13,000 copies of the publicity materials "Notice to Customers of Self-provided Power Supply Not Connected to the Grid", requiring all units to distribute them to all business premises, and proactively distribute the "Notice to Customers of Self-provided Power Supply Not Connected to the Grid" to every customer who may use a small mobile generator free of charge through various means, actively publicize the relevant policies on self-provided generators to customers, and improve customers' awareness of safe electricity use. We have continuously reported on the current situation of self-provided generators, the hazards of private installation, and the relevant regulations of the power supply department in news media such as "Quzhou Daily" and "Quzhou Evening News"; and jointly with the Quzhou Municipal Economic Commission, we have issued an announcement on how to standardize the use of self-provided generators, so that most customers understand the relevant policies and regulations of the power supply department on self-provided generators, and achieved good results.

Proactively provide quality services to customers. In view of the fact that many electricians operating self-provided generators in enterprises are not certified, the Longyou and Changshan Bureaus under the Quzhou Electric Power Bureau took the initiative to contact the municipal bureau and held several training courses for self-provided generator electricians in the local area, which facilitated customers and won unanimous praise from customers. At the same time, in response to some practical problems that arise in the management of self-contained generators, the Municipal Bureau has specifically issued a document to relax relevant standards and requirements on the premise of meeting safety requirements, in order to meet the urgent needs of customers, do its utmost to meet customer needs, and strive to provide good service to customers: (1) Appropriately relax the application conditions for self-contained generators; (2) For low-voltage customers, the original requirement of holding a certificate before taking up the job is changed to pre-job training, and it is clear that full-time operators are sufficient; (3) On the premise of meeting safety and quality requirements, the original requirement of uniformly using switching cabinets is changed to using switching cabinets or switching boxes according to different customer situations, and trying to save investment for customers. Requirements: Low-voltage self-contained generator customers use wall-mounted switching boxes; for high-voltage customers below 100 kVA, the use of switching cabinets or boxes is determined through negotiation based on the actual load conditions of the customers; high-voltage customers of 100 kVA and above can install the switching knife (switch) in the original modified main distribution cabinet. When the original distribution cabinet cannot accommodate the switching knife (switch) or does not meet the safety distance requirements, a dedicated switching cabinet (communication cabinet) can be installed.

Establish a global dynamic management and supervision mechanism for customer-provided generators. Supervise the management of the self-provided generators of the two county bureaus every month. At the same time, require each county bureau to strengthen the inspection and management of self-provided generators, and require each county bureau to submit monthly reports and analysis to dynamically manage customer-provided generators.

A special research group was set up to study the management of customer self-provided power. In order to effectively strengthen the standardized and effective management of self-generated power, a special research group was set up to study and explore new ways to manage customer self-generated power in response to various problems in the management of customer self-generated power under the current new situation.

The transformation force of the customer's self-provided power supply project is weak, and the signing rate of agreements between power supply enterprises and customers is not high. We should strengthen the force to establish a full-time team for self-generated power transformation, strive to reduce the cost of the project and the price, and speed up the installation and transformation of the self-provided generators that have been accepted; if the customer really has difficulties in arranging personnel for the transformation, the power supply department can recommend units or professionals with stronger technical strength to the customer, but the project price and other related matters must be negotiated by both parties; for those that have passed the acceptance, the agreement should be signed as soon as possible.

There are many small and medium-sized customers who find it difficult to manage small mobile self-provided generators. Although power supply companies at all levels have repeatedly reported and publicized the issues related to self-provided generators in the media, and various units have also invested a lot of energy, many customers still have resistance to the application procedures, so there are great potential accidents. For such customers, door-to-door service should be implemented. The power supply department should design a unified simple switching disk, install it on-site, and charge appropriate and reasonable fees.

The power supply enterprises are not cooperating enough in the management of customer-provided power supply. In the management of customer-provided power supply, the cooperation and coordination between marketing, production, security, tertiary industry and other departments of some power supply enterprises are not perfect enough. In order to manage customer-provided generators well, in addition to firmly establish the safety production concept of "safety first, prevention first", strengthening coordination and joint management between departments are the key. Therefore, all units should incorporate the management of customer-provided power supply that is not connected to the grid into their daily management work and keep doing it.
