Foxit Reader cannot add bookmarks? [Copy link]

As shown in Figure 1 below, I want to add a bookmark to the document "Human Body Injury Process.pdf", but I cannot add it;

As shown in Figure 2 below, however, the document "TH2826.pdf" can be bookmarked;

I would like to ask:
What is going on? How can I add a bookmark to the Human Body Injury Process.pdf?

The two pdf documents are attached.

This tag requires membership, it seems that money is very important

Check the PDF document properties -> Security -> Manage Pages and Bookmarks to see if it is not allowed.

I checked and found that I couldn't add a bookmark because it was converted from WORD and doesn't have the bookmark function.

Go to File > Document Properties and compare these two PDFs.
