Help: Can’t add bookmarks to PDF files using Foxit Reader? [Copy link]

See Figure 1, Foxit Reader. Click the Add Bookmark button on the upper left to add a bookmark. This shows that this Foxit Reader can add bookmarks.

See Figure 2, another PDF file, the same Foxit Reader, click the Add Bookmark button on the upper left, but can't add a bookmark;

See Figure 3, the PDF file that cannot add bookmarks is decrypted, but it prompts that it is not encrypted.

Why is this happening? How can I add a bookmark to this PDF file?
