Recently, my company has used RL78/L13 microcontrollers, but I have never used Renesas microcontrollers. Can you give me some advice on development environment, downloading, debugging, etc.?

This is not necessarily the same for each MCU. As for memory and flash, just look for the technical documentation of the specific Renesas MCU you want to use. There will be an introduction there.
