One end is short-circuited, and the other end can be tested with a multimeter.

Since it is communication, there must be a transmitter and a receiver. The transmitter is a signal source, and the receiver is a load. Short-circuit the load and measure from the signal source side to get the resistance of the communication line. Even the very early single-line transmission (the other line uses the ground) is measured in this way.
