On March 18, the Shijiazhuang People's Government issued the "Outline of the 14th Five-Year Plan for National Economic and Social Development of Shijiazhuang and the Long-Term Goals for 2035" (hereinafter referred to as the "Outline").

The "Outline" proposes to fight hard to overcome key core technology challenges, target cutting-edge fields such as artificial intelligence, quantum technology, life sciences, integrated circuits, etc., introduce and implement a number of forward-looking, strategic major scientific and technological projects, and enhance the industry's competitive and innovative capabilities.

In terms of accelerating the development of "4+4" modern industries, Shijiazhuang will expand and strengthen its advantageous industries. For the new generation of information technology industry, it will focus on breaking through the bottleneck constraints of the new generation of information technology industry, promote the industry to accelerate the development of technology solidification, high-end products, and clustered layout, focus on the development of optoelectronic display and communication equipment industries, and cultivate and expand satellite navigation, integrated circuits, big data, software and information technology services. Strengthen the research and development and industrialization of key technologies of smart sensors, and build an important smart sensor industry base in the Beijing-Tianjin-Hebei region. By 2025, the main business income of the new generation of information technology industry will exceed 100 billion yuan.

The Outline specifies that the key projects of the new generation of information technology industry include: satellite navigation and location services, modern communications, new displays, LED and application industries, and integrated circuits.

In terms of accelerating the development of digital industries, Shijiazhuang will strengthen the core industries of the digital economy, with electronic information manufacturing, software and information technology services, Internet industries, and communications value-added services as core industries, and expand and strengthen digital industries. Strengthen key basic industries, promote the research and development and industrialization of products such as semiconductor materials and high-end sensors, improve the research and development and design level of products such as radio frequency integrated circuits and satellite navigation, accelerate the research and development of key technologies such as epitaxial materials, chip design, manufacturing and packaging, and support the industrialization and application of third-generation Beidou navigation high-precision chips, terahertz chips, and satellite mobile communication radio frequency terminal chips. Consolidate and enhance advantageous industries, focus on the development of upstream key materials and core components for optoelectronic displays, and cultivate new display technologies and products.

At the same time, Shijiazhuang will also accelerate the construction of digital economic carriers. Relying on the High-tech Zone and Luquan Development Zone, it will accelerate the construction of the High-tech Zone Digital Economy Industrial Park and the Luquan Digital Economy Industrial Park, expand and strengthen core leading industries such as big data and the Internet of Things, develop and strengthen key basic industries such as integrated circuits, applied electronics, and software development, consolidate and enhance advantageous industries such as optoelectronics, communication equipment and systems, and satellite navigation, actively promote the construction of projects such as the Digital Economy Industrial Park, and create a digital industry base worth hundreds of billions of yuan.
