The 26th meeting of the Standing Committee of the 15th Shanghai Municipal People's Congress reviewed the report on Shanghai's efforts to promote high-quality development of the manufacturing industry.
According to reports, Wu Jincheng, director of the Shanghai Municipal Economic and Information Commission, said that Shanghai will focus on developing three leading industries and promote new breakthroughs in scale and quality in integrated circuits, artificial intelligence, and biomedicine. It will enhance the independent innovation capabilities of the integrated circuit industry, accelerate the construction of major projects around the national major productivity layout, promote artificial intelligence to empower the real economy, and promote the deep integration and application of "intelligence +".
In addition, he also said that Shanghai will vigorously introduce and cultivate high-end industrial talents, focus on key areas such as integrated circuits, artificial intelligence, biomedicine, etc., strengthen the introduction and cultivation of scarce industrial talents, and explore greater support in housing, funds, household registration, etc.
Data shows that Shanghai is accelerating the implementation of the "Shanghai Plan" around the three major industries of integrated circuits, artificial intelligence, and biomedicine.
In terms of integrated circuits, Shanghai has gathered more than 600 companies, with an industry scale of 170.6 billion yuan in 2019, accounting for about 22% of the country, attracting 40% of the country's talents and undertaking 50% of the country's major projects. It has initially formed a "one body and two wings" spatial layout with Zhangjiang as the main body and Lingang and Jiading as the two wings. From January to September this year, the output value of integrated circuit manufacturing increased by 5.3%.
In terms of artificial intelligence, Shanghai has gathered 1,116 key enterprises, accounting for about 20% of the country, and the industry talents account for 33.7% of the country. In 2019, the industry scale was about 147.7 billion yuan; it was approved as the first national artificial intelligence innovation and application pilot zone and selected as a national new generation artificial intelligence innovation and development pilot zone. In the first half of this year, the output of key artificial intelligence enterprises was 79.3 billion yuan, an increase of 21.3%.
From January to September this year, Shanghai's manufacturing investment increased by 18.7%, with large projects playing a significant role in driving investment. Among them, investment in major integrated circuit projects increased by more than 100%, and investment in major new energy vehicle projects increased by more than 20%.
Shanghai has gathered 1,116 key artificial intelligence enterprises, accounting for about 20% of the country, and 33.7% of the country's industrial talents. The industry scale in 2019 was about 147.7 billion yuan; at the same time, Shanghai was approved as the first national artificial intelligence innovation and application pilot zone, and has successfully hosted the World Artificial Intelligence Conference for three consecutive years, and has released three batches of 41 artificial intelligence "challenge and command" pilot application scenarios.
