The Jiangsu Provincial Department of Industry and Information Technology issued the "Notice on Issuing Opinions on Promoting the High-quality Development of the New Energy Vehicle Industry" (hereinafter referred to as the "Notice"), stating that the scale of the industry will be further expanded. It is planned that by 2021, the province's new energy vehicle production will exceed 300,000 vehicles, and 1 to 2 new energy vehicle production companies with an annual production of more than 100,000 vehicles will be formed; by 2025, the new energy vehicle production will exceed 1 million vehicles, and 2 to 3 new energy vehicle production companies with annual production and sales of more than 300,000 vehicles will be formed. In the field of key components for new energy vehicles, a group of well-known domestic and foreign companies will be cultivated.
In addition, Jiangsu Province also proposed to significantly improve its independent innovation capabilities. Key core technologies will be independently controllable, and a globally competitive industrial innovation system will be gradually established. By 2021, 1 to 2 new national enterprise technology centers will be added; by 2025, 5 to 8 new national enterprise technology centers will be added, and 1 to 2 national manufacturing innovation centers and 3 to 5 provincial manufacturing innovation centers will be created. Third, brand influence will continue to increase. By 2021, 1 and 2 new energy vehicle industry clusters with international competitiveness will be built and cultivated; by 2025, a number of world-renowned brands with independent intellectual property rights and international competitiveness will be cultivated.
The notice pointed out that in terms of complete vehicles, it is planned to cultivate 2 to 3 new energy passenger car companies with strong R&D capabilities, high manufacturing levels, good production services, high brand awareness and strong industrial driving force; in the subdivided industry fields with certain advantages such as battery materials, charging equipment, electric brakes, fuel cells, and vehicle networking, focus on cultivating a group of "single champions" and "unicorn" companies.
Among them, in the field of power batteries, we should take power batteries as the leader, accelerate the development of upstream and downstream industrial chains such as battery positive and negative electrodes, diaphragms, electrolytes, and battery management systems (BMS), and improve the overall level of the industry. Establish a mechanism for power battery recycling and cascade utilization, and actively explore the development of the energy storage industry. Implement the power battery catch-up project, aiming at key indicators such as high energy density, high reliability, high safety, and high cycle times. While introducing major power battery projects, promote the transformation and upgrading of power battery companies, and strive to achieve a single-cell specific energy of 300wh/kg by 2020 and actively break through to 350wh/kg.
In the field of motor and electronic control, we should implement the industrial base strengthening project, accelerate the research and development and application of new structures, new processes and new materials such as rectangular conductor windings, stator petals and low-loss silicon steel, comprehensively improve high-reliability and low-cost inverter technology, pure electric drive systems, high-speed reducers and transmission technologies, break through the bottlenecks of electronic control efficiency and power density, and seize the commanding heights of the industry. We should accelerate the development of sub-industries such as electric air conditioning, electric steering and electric braking, further improve the industrial chain and enhance competitiveness.
In the field of intelligent networking, we should accelerate the research and development and industrialization of products such as sensors, vehicle chips, central processing units, intelligent driving assistance systems, vehicle operating systems, security keys, and wireless communication technologies. We will focus on supporting Wuxi and other places to carry out urban-level vehicle networking (C-V2X) demonstration application projects, promote the pilot project of the new generation of the national traffic control network (Changzhou), and carry out demonstration operations of intelligent networked vehicles in relatively closed areas such as airports, industrial parks, and tourist attractions. We will promote the construction of the Wuxi National Intelligent Transportation Comprehensive Test Base and the Changzhou National Intelligent Commercial Vehicle Quality Supervision and Inspection Center, comprehensively improve the testing and evaluation service capabilities, and lead the intelligent networked vehicle industry to develop in a high-end and concentrated direction.
In addition, the notice also pointed out that it is necessary to accelerate the layout of the fuel cell vehicle industry. Support the engineering and industrialization of fuel cell research results, promote the localization of key materials such as catalysts and proton exchange membranes, and advanced hydrogen storage and transportation manufacturing equipment. Support Nanjing, Wuxi, Suzhou, Nantong, Yancheng and other places to carry out pilot demonstration operations of hydrogen fuel cell vehicles, accelerate the construction of infrastructure such as hydrogen refueling stations, and promote industrial development through demonstration applications.
