Accelerate the construction of clean energy and new power infrastructure. Support the high-quality development of renewable energy, add more than 8 million kilowatts of wind and solar power, promote the "full development" of wind power in provincial sea areas through competitive allocation, increase the demonstration and pilot of deep-sea wind power, implement various "photovoltaic +" actions, and encourage local governments to implement the "Photovoltaic Agriculture Improvement Project for Common Prosperity" based on their actual conditions and make use of existing agricultural facilities, greenhouses, and recoverable land. Formulate guiding opinions on accelerating the construction of a new power system and create more than 20 landmark achievements. Issue charging facility construction and operation management measures, implement national and provincial reward and subsidy funds and peak and valley time optimization and price floating policies, focus on supporting the construction and operation of rural public charging facilities, and add more than 20,000 public charging facilities. Establish a reward and subsidy mechanism for grid-side energy storage demonstration projects, issue new energy storage management measures and user-side energy storage construction guidelines, promote the healthy development of the industry, and add 1.5 million kilowatts of new energy storage.
