On January 11, the Yantai Municipal People's Government issued the "Implementation Opinions on Strengthening and Standardizing the Management of Electric Vehicle Charging Infrastructure", which will come into effect on March 1, 2023.

The Opinion proposes that the city will build charging infrastructure at a ratio of no less than 20% of parking spaces in newly built or expanded public building parking lots, social public parking lots, public cultural and entertainment venues parking lots, and tourist scenic spot parking lots; and build charging infrastructure at a ratio of no less than 15% of parking spaces in newly built residential communities. The city will strive to have 50,000 electric vehicle charging stations by the end of 2025.

Implementation Opinions of the Yantai Municipal People's Government Office on Strengthening and Standardizing the Construction and Management of Electric Vehicle Charging Infrastructure

To the people's governments (management committees) of all districts and cities, relevant departments of the municipal government, and relevant units:

In order to accelerate the construction of electric vehicle charging infrastructure in our city, standardize the management of charging facilities, solve the problem of electric vehicle charging, and promote the healthy development of the new energy vehicle industry, according to the "Implementation Opinions on Further Improving the Service Guarantee Capabilities of Electric Vehicle Charging Infrastructure" (Development and Reform Energy Regulation [2022] No. 53) issued by the National Development and Reform Commission and other 10 ministries and commissions and the "14th Five-Year Plan for the Development of Electric Vehicle Charging Infrastructure in Shandong Province" (Lu Development and Reform Energy [2022] No. 459) issued by the Provincial Development and Reform Commission and other 17 departments, combined with the actual situation of our city, the following implementation opinions are put forward.

I. Overall Objectives

We will fully implement the deployment requirements of the national, provincial and municipal electric vehicle charging infrastructure construction, vigorously support the development of the new energy vehicle industry, break through the bottleneck of charging infrastructure development, continuously optimize the ratio of vehicles to charging piles, and continuously improve the interconnection and intelligent management level of charging infrastructure, and basically form a charging infrastructure system that is moderately advanced, balanced in layout, intelligent and efficient. We will strive to reach 50,000 electric vehicle charging infrastructure in the city by the end of 2025 (***).

II. Basic Principles

(I) Cars and charging piles keep pace, but moderately ahead. Strengthen planning guidance, adhere to a systematic concept, coordinate and integrate public resources such as transportation, municipal administration, electricity, and land, scientifically determine the scale, spatial layout, and construction sequence of charging facilities, moderately advance development, and adapt to the rapidly growing demand for electric vehicle charging.

(II) Public use is the main focus, and private use is the secondary focus. According to the charging needs of electric vehicles in different scenarios and categories, we will adhere to the concept of intensive development, promote the development of charging facilities in public and special fields in an orderly manner according to local conditions, and accelerate the development of charging facilities in residential areas.

(III) Standardize management and improve services. Establish and improve the management system and mechanism at the municipal and county levels, accelerate the construction of charging service platforms, improve the digitalization and intelligence level of charging facilities, and continuously improve charging convenience and user experience.

(IV) Market-oriented and innovation-driven. Adhere to the direction of market-oriented development, strengthen the dominant position of enterprises, strengthen policy guidance, create a good development environment for the charging market, and effectively stimulate market vitality. Promote innovation in charging technology and business models to achieve healthy and sustainable development of charging operations.

III. Key Tasks

(I) Speed ​​up the formulation of a charging infrastructure construction plan. Prepare the "Yantai Electric Vehicle Charging Infrastructure Construction Plan", clarify the planning layout, construction scale and construction standards, and rationally plan the layout of charging infrastructure construction in new and existing public parking lots, government agencies, enterprises and institutions, commercial offices and industrial parks, new and existing residential areas, gas stations, municipal corners and other urban spaces; make full use of large parking lots, bus stations, highway service areas, airport stations and docks and other site resources, coordinate the planning of public fast charging station construction and layout, promote full coverage of charging facilities in key areas of the city, continuously optimize the layout of charging infrastructure construction, and focus on the integration of quality and efficiency. Complete by the end of February 2023. (The Municipal Housing and Urban-Rural Development Bureau takes the lead, and member units of the Municipal Parking and Charging Infrastructure Construction Management Leading Group participate)

(II) Improve the construction of charging infrastructure in public parking lots. Vigorously promote the integrated construction of public parking lots and fast charging stations. New or expanded parking lots for public buildings, social public parking lots, and parking lots for public cultural and entertainment venues shall be built with charging infrastructure at a ratio of no less than 20% of parking spaces. If the ratio is not met, the joint acceptance will not be approved, and the final acceptance will not be passed. Accelerate the construction and renovation of charging infrastructure in existing public parking lots. By the end of 2025, the proportion of charging infrastructure in parking spaces shall be no less than 20%, of which 50% of the task volume shall be completed by the end of 2023. (The Municipal Housing and Urban-Rural Development Bureau and the Municipal Natural Resources and Planning Bureau are responsible for the division of labor, and the governments of various districts and cities and management committees shall implement it in detail)

(3) Promote the construction of charging infrastructure in residential areas.

1. Clarify the construction standards of charging infrastructure in newly built residential communities. New residential communities (including those that have not yet completed formal electricity transmission) should uniformly lay charging infrastructure power supply lines for 100% of parking spaces, or reserve construction and installation conditions (including reserved power capacity), and put fire protection facilities in place in accordance with the "Technical Standards for Electric Vehicle Distributed Charging Facilities Engineering", and build charging facilities at a ratio of no less than 15% of parking spaces, and design, construct and accept them simultaneously with the main buildings. When implementing the supply of residential land, the natural resources and planning departments shall include the above requirements for the construction of charging infrastructure in the land supply conditions, and the housing and urban-rural development departments shall include the above requirements for the construction of charging infrastructure in the construction conditions. When reviewing the construction drawings of new or expanded residential projects, the construction drawing review agency shall strictly review whether the charging infrastructure meets the relevant standards. The housing and urban-rural development departments shall strictly implement the relevant requirements for the construction of charging infrastructure for the project, and include the construction of charging infrastructure in the scope of overall project acceptance. Power supply companies shall cooperate with relevant departments and enterprises to provide business guidance for charging infrastructure, acceptance of the distribution part of charging infrastructure, and related work on power supply services. (The Municipal Bureau of Natural Resources and Planning, the Municipal Bureau of Housing and Urban-Rural Development, and the Yantai Power Supply Company are responsible for their respective duties, and the governments and management committees of various districts and cities will implement the specific tasks)

2. Standardize the construction process of charging infrastructure in existing residential areas. For existing residential areas that are undergoing renovation and expansion such as the renovation of old residential areas and urban renewal, no less than 10 public charging piles should be added according to local conditions within the 15-minute convenient living circle (***). The construction and installation process of charging infrastructure in existing residential areas must strictly follow the relevant procedures of the "Demonstration Text for the Construction and Management of Electric Vehicle Charging Infrastructure in Residential Areas" in the "Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas" (Development and Reform Energy [2016] No. 1611) issued by the National Development and Reform Commission and other four ministries. The property service company (owners' committee or neighborhood committee) shall register and issue a certificate for the application for installation of charging infrastructure submitted by the applicant in accordance with the procedures, cooperate with the owner or the construction unit entrusted by the owner to provide drawings and materials in a timely manner, and assist in on-site investigation and construction. If the installation of charging facilities affects the fire safety and power safety of the community, the owner, the owner's committee or neighborhood committee, the property company, etc. may apply for on-site inspection by the power, government, housing and urban-rural development departments, etc. The above relevant departments shall issue opinions on those that do not meet the installation conditions, and the owner's committee, community neighborhood committee, and property company shall not handle them. Without the written approval of the above departments, owners shall not be prevented from installing charging piles for their own use on the grounds of safety or insufficient power capacity. For residential communities that have not hired property service companies, the owners' committee or neighborhood committee shall be responsible for the work undertaken by the above property service companies.
