(IV) Strengthen grid security. The government and grid companies should coordinate grid planning with charging facility planning, increase investment in supporting grid construction, and support electric vehicle charging facility investment in public areas up to the planned land red line. Comprehensively improve the "access to electricity" service level, optimize online electricity security services, provide contractual services for charging operators and personal business handling, and implement time limits for completion. The natural resources and planning, and housing and urban-rural development departments should consider resources such as land for the construction of supporting grids for charging facilities and corridor space based on the approved special plans for urban and rural grids, and increase the coordination and promotion of project construction. The development and reform, and market supervision departments shall, in accordance with their respective functions, increase supervision of the implementation of price policies and standardize the transfer of power supply. (V) Reduce electricity costs. Electric vehicle charging infrastructure will be subject to classified catalog electricity prices according to where it is located. Implement preferential policies for electric vehicle charging pile electricity prices. For commercial centralized charging facilities that directly apply for power connection to power grid companies, the two-part electricity price in the industrial, commercial and other electricity categories will be implemented, and demand (capacity) electricity charges will be temporarily waived before the end of 2025. Charging facility operators with a certain scale are encouraged to participate in electricity market transactions and power demand response. (The Municipal Development and Reform Commission and Yantai Power Supply Company are responsible for the division of labor, and the governments and management committees of each district and city will implement it in detail)
(VI) Standardize facility management. The charging facility construction and operation enterprises (individuals) shall perform the main responsibility for safety management. The DC fast charging piles that belong to the assets of the power grid company shall be regarded as the extension of the distribution network equipment and shall be included in the safety supervision of the power industry; the DC fast charging piles that belong to the assets of the user shall be regarded as the user's own equipment, and the relevant departments shall perform safety management responsibilities according to the industry. For the installation of AC slow charging piles, the owners shall strengthen safety management and avoid safety risks by purchasing commercial insurance. The municipal housing and urban-rural construction department shall improve the working mechanism, build an information platform, effectively strengthen the business guidance and management of the construction and operation of charging infrastructure, establish a notification and commitment filing system for charging facility franchise enterprises, and coordinate the service work of enterprises. The district and municipal housing and urban-rural construction departments shall establish a system for the investigation and management of charging facilities within their jurisdiction, strengthen the supervision and management of the construction and operation of charging infrastructure, promptly discover and solve problems, and increase the assessment of the rectification of "zombie piles". The government departments shall crack down on illegal and criminal acts of intentionally damaging charging infrastructure in accordance with the law. The housing and urban-rural construction, government and fire rescue departments of each district and city shall strengthen the supervision and management of fire safety in supporting power supply, planning and construction, and centralized charging places in accordance with their responsibilities. Charging facility construction units, charging facility owners, residential community management units, after-sales maintenance units, etc. should strengthen the safety management of charging facilities and promptly discover and eliminate potential safety hazards. V. Work Requirements
(I) Strengthen organizational leadership. The Municipal Parking and Charging Infrastructure Construction Management Leading Group should strengthen organizational leadership, coordinate and promote overall planning, promptly introduce support policies, study and determine annual construction plans, support the construction of key projects, coordinate and resolve major issues in planning, construction, and operation management, and comprehensively improve the level of charging infrastructure construction and operation management. The Municipal Housing and Urban-Rural Development Bureau should strengthen coordination, guidance, supervision and assessment, and promote the effective implementation of special plans, policies and measures. The member units of the leading group should base themselves on their work functions, implement the division of responsibilities, strengthen coordination and linkage, and form a working synergy. (The member units of the Municipal Parking and Charging Infrastructure Construction Management Leading Group are responsible for their respective duties)
(II) Clarify the main responsibilities. The governments of all districts and cities (management committees) shall assume the main responsibility for coordinating and promoting the construction and management of charging infrastructure within their jurisdictions, and shall make the construction and management of charging infrastructure a special content of urban infrastructure construction and management. The planning and preparation of electric vehicle charging infrastructure shall be uniformly arranged by the municipal government. The Municipal Housing and Urban-Rural Development Bureau and the Municipal Finance Bureau shall be responsible for the preparation of special plans for the seven districts in the central urban area, and the governments of other districts and cities (management committees) shall be responsible for the preparation of special plans for their respective jurisdictions. In terms of the market-oriented operation of electric vehicle charging infrastructure construction, the municipal government shall coordinate the intensive and large-scale construction and operation of municipal state-owned platform companies in Zhifu District, Laishan District, and High-tech Zone, and the Municipal Housing and Urban-Rural Development Bureau shall be responsible for guidance, supervision, and implementation. Other district and city governments (management committees) may refer to the municipal operation model to independently determine the market-oriented and corporatized construction and operation management model. The governments of all districts and cities (management committees) and relevant departments of the municipal government shall, in accordance with the determined goals and tasks, increase coordination and promotion efforts, carefully formulate work rules, adhere to the goal orientation, strengthen responsibility implementation, and ensure that the construction of charging infrastructure is completed on time, with quality and quantity. (The Municipal Housing and Urban-Rural Development Bureau, the Municipal Finance Bureau, the Municipal State-owned Assets Supervision and Administration Commission, the governments of all districts and cities, and the management committees shall be responsible for their respective responsibilities)
(III) Strengthen supervision and dispatch. The Municipal Parking and Charging Infrastructure Construction Management Leading Group Office will strengthen dispatch and supervision, establish a monthly dispatch system for charging infrastructure construction, and report the completion of district and city goals every quarter. The governments (management committees) of each district and city should refer to the task goals and strive to promote the construction of charging infrastructure in their jurisdictions to ensure that the target tasks are completed according to the time nodes. (The Municipal Housing and Urban-Rural Development Bureau is responsible, and the governments and management committees of each district and city will implement them)
(IV) Carry out publicity and guidance. Take various forms to increase publicity on the development policies, construction progress and professional knowledge of electric vehicle charging infrastructure, effectively improve the recognition and support of citizens for the construction of charging infrastructure, and attract various types of social capital to participate in the construction and operation of charging infrastructure. We must strengthen public opinion supervision, actively respond to the demands of the masses, expose behaviors that hinder the construction of charging facilities and harm the rights of consumers, and actively create a good social atmosphere conducive to the development of charging infrastructure. These implementation opinions shall come into effect on March 1, 2023 and shall be valid until February 28, 2026.
