China Energy Storage Network: In 2021, urban construction will become one of the main battlefields for digital transformation.

In the "14th Five-Year Plan", the construction of smart cities and digital villages has become an important part. Looking at the "14th Five-Year Plan" development plans of various regions, the development goals of "digitalization" and "intelligence" are placed in a key position.

First-tier cities: comprehensive leadership in overall transformation

First-tier cities such as Beijing, Shanghai, and Guangzhou have always been in the first echelon of digital economic development and are also representative cities that comprehensively lead the development of the digital economy.

In 2021, the "Beijing Implementation Plan for Accelerating the Construction of a Global Digital Economy Benchmark City" was officially issued, which clearly stated that Beijing will accelerate the strategic planning of the development of the digital economy and create "six highlands" to lead the development of the global digital economy. It is proposed that by 2025, the added value of the digital economy will reach about 50% of the regional GDP, entering the ranks of international advanced digital economy cities.

The "14th Five-Year Plan for Shanghai to Comprehensively Promote Urban Digital Transformation" clearly states that Shanghai will promote the participation of multiple entities in co-construction, further integrate resources, guide financial capital to effectively support digital transformation, promote the establishment of digital transformation-related funds, and promote key companies to be listed on the Science and Technology Innovation Board. In addition, Shanghai will also focus on the construction of the "five centers", activate the digital industrialization engine, stimulate the vitality of industrial digital innovation, promote deep digital transformation in science and technology, finance, commerce, shipping, manufacturing, agriculture and other fields, promote the overall transformation of development methods, and accelerate quality changes, efficiency changes, and power changes.

Based in the Guangdong-Hong Kong-Macao Greater Bay Area, Guangzhou has successively issued a number of policies, including the "Implementation Plan for the Construction of a National Digital Economy Innovation and Development Pilot Zone in Guangzhou" and the "Several Policy Measures for Promoting the Digital Transformation of Manufacturing in Guangzhou" (hereinafter referred to as the "Measures").

The Measures will be officially implemented on January 1, 2022, and set the goal of digital transformation of Guangzhou's manufacturing industry: by 2025, the city's manufacturing industry will be further digitalized, networked, and intelligentized, and 6,000 industrial enterprises above a certain scale will be promoted to implement digital transformation, and 200,000 enterprises will be driven to use the cloud to reduce costs, improve quality, and increase efficiency. The transformation of production methods, enterprise forms, business models, and employment methods led by digitalization will achieve significant results, and large-scale personalized customized production methods will be widely used, basically building a "customization capital" with international influence and a global benchmark city for digital industry integration. The Measures assign the responsible units for the implementation of the goals of "precise policy implementation" and "classified promotion" to various commissions, offices, and bureaus.

Technology and talent have become keywords in the relevant plans of Beijing, Shanghai and Guangzhou. Among them, Beijing has clearly stated that it will "focus on key technologies such as high-end chips, silicon photonic chips, sensors, operating systems, open source technologies, and key algorithms of artificial intelligence, and cultivate a group of benchmark enterprises that are self-controllable, integrated with production and research, open source, and coordinated with software and hardware"; Shanghai has proposed in its plan to promote the "Chief Information Officer" and "Chief Cybersecurity Officer" systems, pilot the implementation of the "Chief Digital Officer" system, pilot the establishment of special positions for digital transformation, and increase the introduction of digital leading talents; Guangzhou has made it clear that it will focus on research and innovation in basic general technologies, cutting-edge disruptive technologies, and asymmetric technologies for the digital economy, continue to promote the implementation of R&D plans in key areas, and strive to break through key core technologies in key areas such as integrated circuit manufacturing equipment, materials and processes, basic software, and industrial software.

Central and western regions: coordinated development in accordance with local conditions

How to leverage digital technology to achieve economic development and structural transformation has become a core consideration for the central and western regions in formulating relevant policies. Breaking the limitations of geographical location and focusing on advantageous areas to achieve clustered development is considered one of the effective means.

The "14th Five-Year Plan for the Development of Chongqing's Digital Economy" clearly states that by 2022, Chongqing will gather market entities in the digital economy field, build a digital economy core industrial cluster worth hundreds of billions of yuan, create 10 national-level digital economy application demonstration highland areas, and build a high-level national digital economy innovation and development pilot zone.

The "Guiyang City's 14th Five-Year Plan for Digital Economy Development" proposes to build a national hub node for the national integrated big data center system, an innovation pilot zone for the data element market cultivation, and a highland for the western data innovation and application industry cluster ("one hub", "one zone", and "one cluster"). The Guiyang Gui'an New District will become a demonstration zone for the development of the big data industry that leads the entire province, radiates to the surrounding areas, and demonstrates the whole country.

Not long ago, Sichuan Province issued the "Sichuan Province's 14th Five-Year Plan for New Infrastructure Construction". Sichuan will build a major scientific and technological infrastructure cluster, improve the overall layout of "five clusters and one center", and strive to create world-class advanced nuclear energy, aerodynamics, biomedicine, deep earth science, astronomical observation and other major scientific and technological infrastructure clusters, and concentrate on building scientific data and research centers in the Tianfu New Area.

Chengdu City issued the "Special Policy to Promote the Development of the Big Data Industry", which clearly wrote "supporting the construction of a digital industrial chain" and "promoting industrial agglomeration and development" into the policy document, and stated that for enterprises or institutions that independently invest in the construction of an industrial chain network collaboration platform and provide external services to 200 or more enterprises, the enterprise will be given a subsidy of up to 3 million yuan according to 20% of the enterprise's investment in the project.
