11. Optimize the measurement of charging losses. In non-market situations, the charging and discharging losses of peak load regulation projects are temporarily included in the statistical scope of the provincial power grid line losses. The losses of thermal storage frequency regulation projects are managed in accordance with the factory power consumption but are not included in the factory power consumption statistics.
12. Improve the energy storage technology standard system. Establish and improve the relevant standard system for energy storage facility testing and certification, quality supervision, and environmental protection supervision, study the application risks and usage specifications of energy storage, formulate standards for energy storage emergency management and environmental protection, and strengthen the supervision of energy storage facilities throughout their life cycle. Study the establishment of a new energy storage project monitoring platform and evaluation center, carry out digital supervision and management, monitor and analyze energy storage operation data, and achieve all-round supervision and evaluation of energy storage project operations.
13. Strengthen safety risk prevention. Work with relevant departments to clarify the safety responsibilities of each link in the new energy storage industry chain, strengthen fire safety management, and effectively improve the level of safe operation.
(IV) Collaborative industrial development
14. Enhance the development capacity of the energy storage industry. Increase investment in scientific research funds, give priority to supporting the research and development of energy storage industry technology, actively prepare to build a national energy storage laboratory, and apply for a national pilot demonstration. Support the technical research and transformation of energy storage battery-related production enterprises, improve product performance, and expand production capacity. Encourage and support qualified industry leading enterprises to take the lead in establishing energy storage innovation platforms, and provide certain financial subsidies for innovation platforms recognized as national and provincial levels. Promote the development of industry-university-research cooperation, give preferential support in the research and development of major scientific and technological projects, the recognition of high-tech, and other aspects, and implement corresponding corporate tax incentives.
15. Strengthen the construction of the entire energy storage industry chain. Strengthen the connection between energy storage manufacturing enterprises and new energy storage projects in the province, promote a number of strategic cooperation between upstream and downstream industries, vigorously promote energy storage applications, and use demonstration projects to drive the formation of the entire energy storage material production, equipment manufacturing, energy storage integration, and operation and testing industry chain in the province. Focus on cultivating new energy storage industry bases such as Hangzhou and Huzhou, improve the overall quality and efficiency of the new energy storage industry, and promote the accelerated development of commercial energy storage applications in our province.
During the implementation period of the policy, if there are major changes in electricity market-related policies and the energy storage operating environment, timely adjustments will be made.
IV. Safeguard Measures
(I) Strengthen organizational leadership. The provincial energy department should work with relevant departments to strengthen top-level design, strengthen the connection between demonstration project planning and relevant provincial plans; organize power sources, power grids, users and consulting agencies to jointly carry out research and demonstration, planning layout and construction implementation of new energy storage demonstration projects.
(II) Establish a coordination mechanism. Sort out and clarify a list of key energy storage demonstration projects, increase the overall coordination of their early construction work, and ensure that the demonstration projects are implemented on schedule and achieve results. Grid companies should provide grid access services for new energy storage projects in a fair and non-discriminatory manner in accordance with the principles of active service, simplicity and efficiency.
(III) Strengthening the guarantee of factors. Encourage and support various social entities to participate in the investment of new energy storage projects, continuously promote the development of the electricity spot (auxiliary) market, and create a good investment and construction environment. Strengthen the guarantee of factors such as land and energy consumption, and support the construction land and energy consumption indicators of demonstration projects.
(IV) Strengthen supervision and management. Acceptance and inspection of new energy storage projects shall be carried out in accordance with laws and regulations. The provincial energy authorities shall jointly with the Zhejiang Supervision Office of the National Energy Administration establish a full-process supervision mechanism for project planning, filing, construction, grid connection and dispatching, market-based transactions, electricity fee settlement and implementation of support policies, giving full play to the role of demonstration and application.
