Several policies to accelerate the construction of electric vehicle charging infrastructure in Henan Province
In order to implement the important deployment of the state on accelerating the construction of new infrastructure such as new energy vehicle charging piles, and to accelerate the construction of electric vehicle charging infrastructure in our province, the following policies are formulated.
1. Increase the construction of charging infrastructure
(I) Construct a charging network with a reasonable layout and vehicles and charging piles. Focus on promoting the construction of charging piles for self-use in residential areas and dedicated charging piles in parking spaces (lots) of public institutions, enterprises, industrial parks, and scenic spots, accelerate the layout of fast charging facilities in service areas along trunk roads, actively promote the construction of centralized charging and swapping facilities in parking lots in the public service field, and strive to meet the charging needs of inter-city travel of electric vehicles and out-of-province transit electric vehicles in the province. By 2025, the province will have built more than 2,000 centralized charging and swapping stations and more than 150,000 charging piles of various types; the ratio of public charging piles to electric vehicles in the Zhengzhou and Luoyang metropolitan areas will reach the domestic advanced level, and the service radius of public charging facilities in the urban core area will be less than 1 kilometer; the ratio of public charging piles to electric vehicles in other provincial cities and the Jiyuan Demonstration Zone will reach 1:8, and the service radius of public charging facilities in the urban core area will be less than 2 kilometers. (II) Accelerate the construction of charging facilities in residential areas. Local real estate (housing) administrative departments, street offices, and community committees should take the initiative to strengthen guidance and supervision of owner committees, guide owners to support the construction of charging facilities, and clarify the rights and obligations of relevant entities such as charging facility owners, construction units, and management service units, as well as the corresponding construction, use, and management processes. For new or expanded residential projects, the urban and rural planning administrative department must strictly implement the proportion requirements for the construction or reservation of charging facilities when issuing relevant construction project planning permits, and the construction authority must include the construction of charging facilities in the scope of overall project acceptance. (III) Accelerate the construction of charging facilities in internal parking lots of units. Public institutions and enterprises that meet the conditions should reasonably plan and build charging facilities in combination with the unit's electric vehicle equipment and update plan and the employees' demand for purchasing and using electric vehicles. By 2025, the proportion of parking spaces equipped with charging facilities in provincial agencies, central units stationed in Henan, and provincial state-owned enterprises shall not be less than 20%, and the proportion of parking spaces equipped with charging facilities in other provincial public institutions and municipal and county public institutions shall not be less than 10%. (IV) Accelerate the construction of charging facilities in industrial parks and scenic spots. It is encouraged to make the planning and construction of charging facilities in industrial parks a preferred condition for applying for national and provincial industrial parks. By 2025, the proportion of parking spaces with charging facilities or reserved charging facility interfaces in provincial industrial parks shall not be less than 30%. Accelerate the construction of public charging facilities in scenic spots. All A-level and above tourist attractions in the province should build charging facilities based on the number of tourists received and charging needs. By 2025, 4A-level and above tourist attractions should set up public charging areas for electric vehicles, and the proportion of parking spaces with charging facilities or reserved charging facility interfaces shall not be less than 15%. (V) Accelerate the layout of fast charging facilities along highways. Fast charging piles with a single pile power of no less than 60 kilowatts should be built along trunk roads. Newly built service areas on expressways should be equipped with fast charging piles or reserved charging facility interfaces at a ratio of no less than 40% of the total number of parking spaces, and relevant standards should be included in the expressway design and acceptance specifications; existing service areas that meet the conditions should be equipped with fast charging piles or reserved charging facility interfaces at a ratio of no less than 40% of the total number of parking spaces. All gas stations along national highways, provincial highways and intercity expressways will be equipped with fast charging piles by 2025, provided that safety conditions are met. (VI) Accelerate the construction of charging facilities in the public service sector. In public service areas such as public transportation, sanitation, logistics, and commuting, charging and swapping facilities should be built along the operating routes according to local conditions. By 2025, the proportion of parking spaces in parking lots in the public service sector equipped with charging facilities shall not be less than 25%. The proportion of parking spaces for charging facilities in newly built parking lots of large public buildings, social public parking lots, and public cultural and entertainment venues shall not be less than 15%, and they shall be included in the scope of overall project acceptance. Promote the construction of demonstration centralized public charging stations. By 2025, each county (city, district) will have built at least one demonstration centralized public charging station. 2. Accelerate the construction of supporting power grids
(I) Simplify the electricity application and installation procedures. Grid companies should provide convenient conditions for charging facilities to access the grid and reduce the time for electricity connection. For newly built centralized public charging and swapping stations, "nearby access" will be implemented, and the average electricity connection time for civil engineering projects or newly built power supporting projects will be shortened to within 40 working days; the average electricity connection time for projects not involving civil engineering projects and newly built power supporting projects will be shortened to within 20 working days; the average electricity connection time for newly built personal charging piles involving substation capacity expansion and transformation will be shortened to within 20 working days, and the average electricity connection time for projects not involving substation capacity expansion and transformation will be shortened to within 5 working days. In special circumstances, the electricity connection cycle can be delayed by up to 1 cycle after consultation between the two parties. (II) Strengthen the construction and transformation of supporting power grids. According to the principle of "moderate advancement", power grid companies should increase the construction of supporting projects for charging facilities to connect to the power grid in key areas such as highway service areas, national (provincial) roads and intercity expressways. New residential areas should uniformly lay power lines to dedicated fixed parking spaces (or reserve laying conditions), reserve meter boxes, charging facility installation locations and power capacity, and supporting power supply facilities should be designed and constructed simultaneously with the main building. Power grid companies should actively promote the electrification of parking spaces in residential areas in conjunction with the renovation of old urban communities to ensure that the electricity demand of charging facilities in residential areas is met.
