3. Promote open sharing of charging facilities

(I) Guide residential areas to provide charging facility sharing services. For residential areas that meet the conditions, property service companies or charging facility operating companies should include existing charging facilities in unified management and use the idle time of existing charging parking spaces to provide charging services for community residents. (Responsible units: governments of provincial cities, Jiyuan Demonstration Zone Management Committee, and Provincial Department of Housing and Urban-Rural Development)

(II) Public institutions and enterprises are encouraged to open charging facilities in an orderly manner. Public institutions and enterprises that meet the opening conditions should open charging facilities to social vehicles that have made reservations with real names. Energy conservation management departments of public institutions at all levels should include the construction and opening of public institution charging facilities in the public institution energy conservation assessment content, and deduct the electricity consumption of new energy vehicles when calculating the electricity consumption of public institutions. (III) Encourage the opening of dedicated charging facilities to public vehicles. Dedicated charging stations in public service areas such as public transportation, sanitation, logistics, and commuting should be open to public vehicles in different areas and time periods based on meeting the charging needs of the units. 4. Optimize the project construction environment

(I) Simplify the project filing process. For centralized charging and swapping station construction projects that occupy independent land, a filing system management system will be implemented. The charging facility construction company shall apply to the county-level development and reform department where the project is located to go through the filing procedures, and the development and reform department must complete it within 5 working days. For other centralized charging and swapping stations and charging facility construction projects that apply for provincial operating reward and subsidy funds, an online pre-filing management system will be implemented. The charging facility construction company shall complete the application through the provincial charging intelligent service platform before the project construction is completed. (II) Optimize the construction approval process. Localities are encouraged to set up joint acceptance windows for charging facility construction procedures and establish a joint review system for approval procedures. Individuals who build charging facilities in their own parking garages (spaces) can directly apply for electricity use to the local power grid company, or they can apply for electricity use to the local power grid company through property service companies or management units, and include them in the unified management of the property management area without the need to go through investment filing procedures. For new independent centralized charging and swapping stations that must go through planning and construction approval procedures, relevant departments should speed up the process and simplify the construction, installation and approval process. If the construction of charging facilities involves temporary occupation of roads, excavation and laying of cable trenches, and occupation of public green spaces, it will be regarded as urban infrastructure construction and included in the annual urban construction and land use plan. (III) Fully guarantee construction land. All localities should take measures such as early intervention, on-site office, opening up "green" channels, and assigning specific personnel to speed up the pre-examination and approval of land for charging facility construction projects. For the construction of charging stations with large land areas and charging station clusters covering multiple locations, land approval can be organized on a county basis. All localities should include the land for independent centralized charging and swapping stations into the scope of land for public utility business outlets, and give priority to the supply of land in accordance with the land supply model for gas stations. V. Increase policy support

(I) Optimize the reward and subsidy policy for the construction of charging facilities. For charging facilities built by public institutions in their own parking lots, priority should be given to the introduction of social capital for construction and operation; if the conditions for introducing social capital are not met, they can apply to include the construction funds in the annual fiscal budget of the government at the same level. Special charging facilities in public service fields such as public transportation, sanitation, logistics, and commuting, and newly built public charging facilities along highway service areas, national (provincial) roads, and intercity expressways are not subject to restrictions on total installed power and number of charging piles, and provincial fiscal rewards and subsidies are given according to 40% of the total investment in major charging equipment; other public charging facilities that meet the total installed power of more than 600 kilowatts or concentrate on building more than 20 charging piles (groups), the provincial construction reward and subsidy standard will be reduced to 30% in 2021, and will be adjusted in accordance with national and provincial fiscal policies in the future. For those who assist owners in applying for self-use charging facilities and include them in the unified management of property management areas, local governments shall independently formulate incentive policies for property service companies or charging facility operators. The provincial finance department will provide rewards and subsidies based on the construction and promotion of self-use charging piles in residential areas. If more than 5,000 self-use charging piles are added each year, a reward of 1 million yuan will be given; if more than 10,000 self-use charging piles are added each year, a reward of 2.6 million yuan will be given; if more than 20,000 self-use charging piles are added each year, a reward of 6 million yuan will be given. Municipal and county governments and relevant units that apply for and obtain provincial reward and subsidy funds must strictly supervise the construction, use and ownership of dedicated or residential charging facilities. If any deliberate misappropriation of provincial reward and subsidy funds is found, the allocated reward and subsidy funds will be recovered depending on the circumstances, and they will not be allowed to apply again within 3 years. (Responsible units: Provincial Department of Finance, Development and Reform Commission, Department of Transportation, Department of Housing and Urban-Rural Development, Department of Industry and Information Technology, Department of Science and Technology, Bureau of Administration, Power Company, governments of all provincial cities, and Jiyuan Demonstration Zone Management Committee)

(II) Establish a reward and subsidy mechanism for the operation of charging facilities. Implement a reward and subsidy policy for the operation of charging facilities. For public fast charging facilities that have passed the acceptance and have an average monthly online rate of not less than 90%, if they enjoy provincial construction rewards and subsidies at a rate of more than 30%, the provincial finance will provide rewards and subsidies at a rate of 0.03 yuan/kWh; if they enjoy provincial construction rewards and subsidies at a rate of less than 30%, the provincial finance will provide rewards and subsidies at a rate of 0.05 yuan/kWh, and the amount of electricity per pile that enjoys rewards and subsidies shall not exceed 100,000 kWh per year. For dedicated charging facilities built in public service fields such as public institutions, enterprises, industrial parks, scenic spots, and self-use charging facilities built in residential areas, if the charging facility operating company or property service company develops a time-sharing sharing system, connects to the provincial charging intelligent service platform, and is included in the management of public charging facilities, they can apply for provincial operation reward and subsidy funds in accordance with the above requirements. For public charging facilities that have passed acceptance at highway service areas, along national (provincial) roads and intercity expressways, and whose monthly average online rate is not less than 95%, the provincial finance will reward and subsidize the charging facility operators at a rate of 0.1 yuan/kWh. The provincial fiscal reward and subsidy funds are limited to the annual budget arrangement scale, and the charging infrastructure reward and subsidy funds are arranged in a coordinated manner according to the time sequence of construction or operation. During the implementation period of the provincial fiscal reward and subsidy policy, it can be adjusted in a timely manner according to national policy requirements and the actual situation of our province.
