On May 21, the "Economic Analysis Report from the Power Perspective" compiled by the Energy Big Data Evaluation and Application Research Center of Hangzhou Power Supply Company in Zhejiang Province was released. One data attracted attention: the output value of electricity in Hangzhou in the first quarter of this year exceeded 20 yuan/kWh, reaching 21.67 yuan/kWh.

The kilowatt-hour output value refers to the amount of GDP contributed by one kilowatt-hour of electricity, which can objectively reflect the degree of utilization of electricity in economic activities and reflect the changes in economic structure and energy utilization efficiency. In 2018, the kilowatt-hour output value in Hangzhou was less than 18 yuan/kWh. In 2019, this figure rose to 19.93 yuan/kWh, and then in the first quarter of 2020, it broke the 20 yuan/kWh mark for the first time. The "three-level jump" in the kilowatt-hour output value reflects the continuous optimization of Hangzhou's industrial structure and the continuous leap in the energy efficiency management level of enterprises.

"Converted into RMB, South Korea's electricity output value is 20.05 yuan per kilowatt-hour, while Canada's is 19.11 yuan per kilowatt-hour." Chen Lin, a doctor at the Energy Big Data Evaluation and Application Research Center of Hangzhou Power Supply Company, analyzed that "the 'overtaking' of electricity output value reflects the continuous optimization of Hangzhou's industrial structure to a certain extent."

Hangzhou's outstanding digital economy advantages have played a key role in achieving a new level of output value per kilowatt-hour under the severe situation of the epidemic. According to the "Economic Analysis Report from the Perspective of Electricity", new formats and models such as online retail, online education, and remote office in Hangzhou flourished in the first quarter, and information transmission, software and information technology services became the only industry in the city to achieve positive growth in output value in the first quarter. After comprehensive calculation of data such as electricity consumption and business expansion, the power prosperity index of Yuhang District, Hangzhou, which has the Future Science and Technology City, reached 51.4 in the first quarter, leading all districts and counties in the city.

Hangzhou Power Supply Company has taken a series of measures to promote the development of the big data industry. The company has stepped up the construction of a new 220 kV substation in northern Hangzhou to supply power to the Alibaba Big Data Center with an installed capacity of 20 MVA; it has released more than 100,000 street lamp resources in the center of Hangzhou to provide 5G base station mounting services for local network providers, promoting the construction of "the first 5G city in the country".

With the implementation of a number of "new infrastructure" projects such as big data centers and 5G, many companies have achieved a transformation in their development models. During the epidemic prevention and control period, the online teaching of DingTalk Technology Co., Ltd. provided teaching services to 120 million students in 140,000 schools across the country; Hangzhou Anheng Information Technology Co., Ltd. opened "Anheng Secret Shield" for free, and the number of users increased 10 times to millions; at Fuyang Zhonghe Electronics Co., Ltd., the production capacity of the renovated digital intelligent production line was restored to 90% in just 3 hours after resuming work, making the GDP "numerator" far outperform the electricity consumption "denominator".

Chen Lin analyzed that the output value of electricity from the tertiary industry in Hangzhou is about 50 yuan per kilowatt-hour, which is nearly five times that of the secondary industry. The proportion of the tertiary industry has increased year by year, which has also driven the continued rapid growth of the output value of electricity.

Innovative integrated energy efficiency management

Further boost the growth of electricity output value

This year's government work report clearly stated that the "5% reduction in industrial and commercial electricity prices" policy will be extended to the end of this year. For most secondary industry enterprises, electricity charges are a core component of production costs. Hangzhou Power Supply Company has launched a series of measures to help enterprises improve their energy efficiency management, further boosting the growth of electricity output value per kilowatt-hour.

Not long ago, Hangzhou Power Supply Company connected the enterprise energy management section to the Hangzhou City Brain·Power Digital Cockpit. Currently, more than 2,000 enterprises have been connected to the City Brain and enjoy the energy consumption monitoring and energy efficiency consulting services provided by the company.

Dongfeng Nengdi (Hangzhou) Automobile Co., Ltd. specializes in the production of heavy-duty vehicle chassis. Affected by the Sino-US trade friction and the epidemic, the company's shareholders decided to suspend production and seek product transformation. In March this year, the Chengbei Power Supply Branch of Hangzhou Power Supply Company discovered a sharp drop in Dongfeng Nengdi's energy consumption through the power digital cockpit, and took the initiative to send people to provide comprehensive energy efficiency management consulting. Not only did it change the basic electricity fee calculation method to the actual maximum demand, but it also specially compiled a customer equipment energy-saving strategy combination covering "power consumption sub-item management", "reactive equipment switching", "equipment parameter management", etc., which reduced the company's electricity costs by 90% in one fell swoop and helped the company overcome its operating difficulties.

At present, the energy efficiency services of Hangzhou Power Supply Company have also penetrated into the tertiary industry. The two big data applications "Green Smart Hotel" and "Low Carbon Check-in Plan" launched in 2019 provide energy-saving rankings for more than 500 star-rated hotels and hotel residents, respectively, to promote energy conservation and emission reduction in the tourism industry. A relevant person in charge of Yunqi Inn said that after the hotel was connected to the "Low Carbon Check-in Plan", the unit revenue electricity cost dropped by about 13%. According to statistics, by mid-April, the electricity consumption of Hangzhou's tourism consumption industry had returned to the same level as last year.

According to the "Economic Analysis Report from an Electricity Perspective", with the gradual recovery of industries such as tourism and catering, Hangzhou's electricity output value per kilowatt-hour is expected to increase further in the second quarter.
