In order to give full play to the guiding role of the Municipal Science and Technology Research and Development Plan and clarify the tasks of the municipal science and technology plan in 2020, this guideline for project application is formulated. This guideline is the basic basis for the management departments, project application units and project applicants to organize the application for the 2020 Municipal Science and Technology Research and Development Plan projects.
I. Basic Principles
The application for the 2020 municipal science and technology research and development plan projects highlights the principles of "enterprise-based, market-oriented, collaborative innovation, and city-county (district) linkage":
1. In terms of project undertaking entities, we will focus on supporting projects submitted by certified high-tech enterprises and technology-based small and medium-sized enterprises. Projects submitted by enterprises with various scientific and technological innovation platforms will be encouraged. Universities and research institutes will be encouraged to cooperate and participate, and promote collaborative innovation between industry, academia and research.
2. In terms of project implementation types, we will focus on supporting applied technology research and development, soft science research, especially projects that have a significant driving and leading role in the city’s industrial development.
3. In terms of project funding, we will focus on supporting the scientific and technological research and development projects carried out by various counties and districts around the city's central work. If the undertaking unit is an enterprise, a certain proportion of research and development funds must be invested, and the self-raised funds of the applied projects shall not be less than 3 times the amount of special funds applied for. The ratio of self-raised funds of projects applied for by universities and other institutions to the applied special funds shall not be less than 1:1.
4. Implement a goal-oriented approach. Focusing on the city's task goal of achieving a ratio of 1.7% or more of the city's total R&D expenditure to GDP by 2020, we will increase support for industrial enterprises above designated size, focus on guiding industrial enterprises above designated size that have no R&D activities and R&D expenditure to actively carry out R&D activities for new products and technologies, and promote industrial enterprises above designated size to increase their R&D expenditure.
5. Encourage all counties and districts to increase investment in science and technology in conjunction with characteristic industries, promote the close integration of scientific and technological factors with the key tasks of the entire city and counties and districts, and achieve linkage between the city and counties (districts).
II. Support Focus
Focusing on the city's strategic emerging industry development, building a modern industrial technology system, military-civilian integration technology, enhancing the scientific and technological support capabilities in the field of people's livelihood and other major scientific and technological needs, a number of key core technologies and major new products with independent intellectual property rights will be developed, and a number of valuable special reports, papers, and books will be formed. The project implementation period is generally 1 to 2 years.
Key area 1: Special project for innovation of new generation electronic information technology. Focusing on new generation electronic information technology such as 5G and modern communications, big data, and intelligent power transmission and transformation, accelerate the development of new generation electronic information technology with big data, intelligence, mobile Internet, cloud computing, etc. as the core, develop and form a number of key core technologies and products to fill in the gaps, and comprehensively improve the development level of new generation electronic information technology in our city. Focus on supporting modern communication industries such as 5G communications, Beidou navigation, and the Internet of Things, big data industries such as environmental protection, transportation, network security, and blockchain, intelligent power transmission and transformation industries such as power distribution metering and intelligent transformers, as well as software and information technology, integrated circuits and special equipment, and the integration of science, technology, and culture to carry out the research and development and application of key core technologies and major new products with independent intellectual property rights.
Key area 2: Special projects on technological innovation in new energy industry. Focusing on the development trends of new energy at home and abroad, combined with the development foundation and development needs of our city's new energy industry, adhering to the concept of green and low-carbon development, focusing on supporting the development of photovoltaic and solar thermal power generation, wind power generation, advanced energy storage, hydrogen energy, nuclear energy, biomass energy and new energy vehicles to form a number of common key technologies and fill in the blank products , vigorously improve the development level of new energy industry, extend the industrial chain, comprehensively enhance the innovation capacity of our city's new energy technology, and accelerate the transformation of new and old kinetic energy and adjust and optimize the energy structure.
Key area three: Special project for high-end equipment manufacturing technology innovation. Focusing on automobile wheels, bridge steel beams, shipbuilding, port heavy equipment, etc., we will develop and expand high-end engineering equipment such as automobile parts, rail transit, and intelligent manufacturing industries, promote the large-scale, high-end, integrated, and green development of equipment manufacturing, strive to break through a number of key common technologies, develop a number of high-end equipment manufacturing products, and comprehensively enhance the innovation capacity of our city's high-end equipment manufacturing technology. We will focus on supporting the research and development of automobile parts, shipbuilding and marine engineering equipment, rail transit equipment, high-end CNC machine tools and intelligent robots, new energy vehicles and intelligent networked vehicles, and heavy engineering equipment, etc., to form new products and new technologies that fill domestic gaps or are domestically leading, and accelerate the formation of a high-end equipment manufacturing technology innovation system with innovation and intelligence, complete machines and supporting equipment, manufacturing and service coordinated development as the direction of technological innovation, with high-end complete sets of equipment as the main body, key core components as the foundation, and intelligent manufacturing equipment as the leader.
Key area 4: Special projects for high-performance new materials technology innovation. Focusing on the transformation and upgrading of traditional industries, the development of strategic emerging industries and the urgent needs of major technical equipment development, key support is given to the development of cutting-edge new materials such as steel and non-ferrous metal high-end alloy materials, advanced petrochemical materials, advanced building materials, advanced textile materials, graphene, carbon fiber, high-performance composite materials, nanomaterials and special-purpose functional materials to form a number of common key technologies and products to fill gaps, and promote the formation of key core technologies.
