Recently, the Science and Technology Bureau of Qinhuangdao, Hebei Province issued the "Guidelines for Application of Qinhuangdao Municipal Science and Technology Research and Development Plan Projects in 2020", which focuses on supporting the development of a number of common key technologies and gap-filling products in photovoltaic and solar thermal power generation, wind power generation, advanced energy storage, hydrogen energy, nuclear energy, biomass energy and new energy vehicles.

Notice of the Qinhuangdao Municipal Science and Technology Bureau on organizing the application for the 2020 Municipal Science and Technology Research and Development Plan Project (Financial Fund Support Part)

To the science and technology management departments of all counties (districts), the science and technology bureaus of the development zones and Beidaihe New District, the relevant municipal departments and all relevant units:

In order to implement the innovation-driven development strategy in depth, we will focus on the "532" municipal leading industries, increase scientific and technological research and development efforts, cultivate and expand strategic emerging industries, develop modern agriculture, promote science and technology to benefit the people, and promote high-quality economic and social development. We are now organizing the application for the 2020 municipal science and technology research and development plan projects (part of fiscal funding support). All units and departments are requested to attach great importance to it, organize the application carefully, and ensure that the project application work is completed in a timely and efficient manner. The specific matters are as follows:

1. Scope of application

The project to be applied for this time is a project supported by the municipal fiscal funds in 2020 (partially supported by fiscal funds). Please organize your application in accordance with the key support areas identified in the "Guidelines for Application of Qinhuangdao Municipal Science and Technology Research and Development Plan Projects in 2020".

II. Application conditions

(I) The project application unit should be an enterprise or institution with independent legal personality that belongs to Qinhuangdao City or is registered within the administrative area of ​​Qinhuangdao City. Universities, research institutes, enterprises, etc. outside the city can participate in the project as a cooperative unit;

(ii) The project application unit must be registered before May 1, 2019 (inclusive), have basic conditions that match the project implementation, have R&D funding, have the necessary talent and technical equipment to complete the project, and have a sound scientific research management system and financial management system. Administrative agencies may not serve as project application units and cooperative units;

(3) The project leader is an in-service staff member who has a high academic level in the relevant technical field, is familiar with domestic and foreign technical and market dynamics and development trends in this field, and has the organizational management and coordination capabilities required to complete the project. Administrative staff are not allowed to apply for projects;

(IV) The project team members, undertaking units and cooperating units have good reputations and no bad social credit or scientific research dishonesty records;

(V) If the undertaking unit is an enterprise, a certain proportion of R&D funds must be invested, and the self-raised funds of the project applied for shall not be less than 3 times the amount of special funds applied for. The ratio of self-raised funds of projects applied for by universities and other institutions to the applied special funds shall not be less than 1:1;

(VI) The unit applying for the military-civilian integration project should be a military-civilian integration demonstration enterprise and must provide military-civilian cooperation agreements, including strategic cooperation agreements, scientific research project cooperation agreements, supply and demand contracts, etc.;

(VII) Comply with other basic requirements for application.

III. Application Requirements

1. The same applicant can only apply for one project as the main member of the project team (top three) this year;

2. The project leader (first person) who has not completed the project acceptance during the project execution period shall not apply for this plan as the first person in the project team (except for projects that are automatically postponed due to the impact of the epidemic);

3. Enterprises and project leaders (the top three) that have delayed acceptance or have delayed acceptance (within three years) are not allowed to participate in the application for this plan. Universities and hospitals in Qin that have delayed acceptance or have delayed acceptance (within three years) will be limited in the number of projects;

4. In principle, units and project leaders who undertake national, provincial or municipal science and technology projects but fail to submit project implementation status in accordance with management requirements, or whose implementation status is not good and causes adverse effects, shall not apply;

6. In principle, units and project leaders who have cancelled approved projects without justifiable reasons in the past three years are not allowed to apply;

7. The project application unit and the person in charge must respectively sign a letter of commitment for integrity. The project application unit (including the cooperative unit) must implement the requirements of the "Implementation Opinions on Strengthening the Construction of Scientific Research Integrity" and strengthen the review and control of the authenticity of all contents of the application materials to prevent exaggeration or even fraud.

IV. Application Procedure

Project application adopts the method of online application and written application in parallel, and implements centralized management and application at each level. Project contents involving state secrets shall not be transmitted through the Internet and shall be directly submitted to the Municipal Science and Technology Bureau through the centralized management department.

The science and technology management departments of each county (district), relevant departments directly under the municipal government, and universities and research institutes stationed in Qin are the management departments of the municipal science and technology plans. In principle, enterprises apply through the local management department.

For online application, please log on to the Qinhuangdao Science and Technology Bureau website (http://kjj.qhd.gov.cn), click on the Qinhuangdao Science and Technology Plan Project Management Platform at the bottom right of the friendly link.

1. User Registration

(1) Registration of the applicant unit. Units applying for municipal science and technology plan projects for the first time must register on the "Qinhuangdao Science and Technology Plan Project Management Platform" by clicking "Unit User Registration". When registering, please accurately select the superior management department of the unit (county or district science and technology bureau or enterprises and institutions directly managed by the municipality), fill in the relevant information of the unit in detail, and register as a "unit administrator". The "unit administrator" is responsible for the management of the unit's science and technology plan. A unit can only have one "unit administrator" who should be a fixed person. The user name and password of the unit administrator must be kept properly. If you forget your password, please contact the management department to resolve it.

The unit registration information must be reviewed by the superior management department, and the project can be applied for only after the review is passed. For units that have already registered, the original "unit administrator" authority is still valid.

(2) The unit administrator assigns the user name and password of the project applicant. After the "unit administrator" logs into the system, he/she will create a login user for the applicant in the "unit user management" column and assign the user name and password to the project applicant.

2. Fill in the project application form

Project applicants click "Applicant Login" on the "Qinhuangdao Science and Technology Project Management Platform", and then click "Fill in the Application Online". When filling in the application, please accurately select the plan category, the management department, and the department in charge of the Municipal Science and Technology Bureau. The application form can be saved multiple times during the filling process. After filling in and checking that it is correct, submit it to the unit for review. Failure to submit a project is equivalent to not declaring it.

3. Unit review

The unit administrator logs in to the "Qinhuangdao Science and Technology Plan Project Management Platform", clicks "Unit Administrator Login", and reviews the project application in the "Online Application Review" column.

After the unit has reviewed and approved it and submitted it to the relevant management department, the content of the project application cannot be modified. The project applicant logs in to the "Qinhuangdao Science and Technology Plan Project Management Platform" - "Application Management" - "Application Online Browsing", prints the project application (PDF format, with the watermark of "Qinhuangdao Science and Technology Bureau", A4 double-sided printing, left binding, the number of copies to be printed shall be subject to the requirements of the relevant management department), stamps it with the unit's official seal and submits it to the relevant management department.
