Behind Shandong's No. 1 Electricity Consumption in the First Quarter: Greatest Policy Support and Better Energy Structure

China Energy Storage Network: Recently, the National Bureau of Statistics released economic and power operation data for the first quarter of 2020. The data showed that from January to March, China's total electricity consumption totaled 1,569.8 billion kWh. Among them, Shandong, Jiangsu and Guangdong ranked the top three in total electricity consumption in the country, at 138.1 billion kWh, 129.3 billion kWh and 115.6 billion kWh respectively.

Due to the outbreak of the COVID-19 epidemic, the data for the first quarter of this year has attracted great attention from all parties. Against the backdrop of a general decline in economic data, Shandong's total electricity consumption has dropped the least, and its ranking has risen against the trend, reflecting the rapid resumption of work and production of enterprises in our province and the strong momentum of economic recovery after overcoming the impact of the epidemic. It is also a concentrated reflection of the comprehensive, precise, effective and effective implementation of Shandong Power's series of escort measures.

From the demand side, affected by the COVID-19 epidemic, although the province's total electricity consumption fell by 6.5% year-on-year in the first quarter, the year-on-year decline in electricity consumption in March was significantly narrower than that in February, and many indicators improved. By the end of March, Shandong's daily electricity consumption had returned to the same level as last year, with large industrial and high-voltage general industrial and commercial customers resuming production of 897 million kWh per day, a resumption rate of 97.48%, becoming the main driving force for the growth of the resumption of work power index.

From the supply side, the growth of electricity from outside the province and new energy generation in the first quarter was relatively fast. Shandong Power Grid received a total of 20.827 billion kWh of electricity from outside the province, a year-on-year increase of 7.4%, accounting for 23.24% of the total electricity generation. New energy power generation reached 10.148 billion kWh, a year-on-year increase of 16%, accounting for 11.17% of the total power generation, an increase of 2.6 percentage points year-on-year. The combined share of external electricity and new energy power generation exceeded 30%, which effectively promoted the transformation of the province's energy structure and energy conservation and emission reduction.

Since the outbreak, State Grid Shandong Electric Power has conscientiously implemented the deployment of the provincial party committee, provincial government and State Grid Corporation, adhered to the prevention and control of the epidemic, and development "win both battles and win double victories", and adopted the most comprehensive, strict and effective prevention and control measures. The company's 132,000 cadres and employees have always maintained "double zero". 1,653 business halls in the province insist on business, more than 10,000 front-line operation and maintenance personnel guard day and night, and 1,369 control and operation personnel have been on closed duty for 63 consecutive days, fully responding to rain, snow and strong winds, and promptly eliminating hidden faults, ensuring the safe operation of the power grid and reliable power supply.

To help enterprises resume work and production, State Grid Shandong Electric Power proactively released ten escort measures of "fighting the epidemic, ensuring power supply, and serving the people", and implemented "no interruption of supply for arrears" and "no penalty for breach of contract" for 108,800 enterprises and 579,000 households; multiple measures were taken to reduce the electricity burden of corporate users, and it is estimated that the social electricity cost can be reduced by more than 4.7 billion yuan from February to June; a "green channel" for electricity application was opened, and "no face-to-face" electricity application and "no face-to-face" annual transactions were vigorously promoted to provide customers with maximum convenience; a "resumption of work power index" was established to provide data support for the government to judge the economic situation. The "four-in-one service" visit activity was carried out with full coverage, with provincial, municipal and county leaders responsible for guaranteeing and the majority of cadres and workers responsible for their respective duties, delivering policies, services and solving problems on site, which was widely praised by all sectors of society.
