In order to meet the requirements of epidemic prevention and control, follow the principle of avoiding gathering of people and minimizing contact, and effectively protect the health of the majority of suppliers, the tenderer has made targeted adjustments to the bidding and bid opening methods in this tender procurement. For details, please refer to the No. 2 amendment issued on February 14, 2020. Potential bidders are requested to read and understand it carefully. The relevant precautions are reminded as follows:

1. Please consider the appropriate method of submitting the bidding documents according to the local and Beijing epidemic control situation. Bidders are encouraged to submit by mail. For those who submit the bidding documents by mail, the bidder must fully consider the risk of failure of the bid due to the failure of the bidding documents to be delivered on time. They should choose a reliable courier company and pay attention to the progress of the courier in a timely manner. They should consider the delivery time during the epidemic in advance to ensure that the bidding documents are delivered before the deadline. The time of receiving the bidding documents submitted by mail shall be based on the time when the agency and the supervisor sign for the bidding courier in person. After the signing is completed, the agency will feedback the courier signing time to the bidder. For those who submit the bidding documents on-site, it is recommended to take epidemic prevention measures, arrive in Beijing in advance to observe their physical condition in isolation, wear a mask throughout the bidding day, and bring their own signing pen.

2. Potential bidders must complete the form in the attached form and send feedback by email before 12:00 on February 21, 2020. The CD-ROM bidding documents are sealed separately according to the sub-bids, and then sealed as a whole into a mailing express box. After receiving the bidding documents, the staff will not open or handle the packaging. Bidders are requested to ensure that the CD-ROM bidding documents meet the requirements of the bidding documents.

3. Paper bid bonds are not accepted for this bidding project. All paper bid bond originals and related certificates must be scanned into electronic versions and uploaded to the tenderer's bidding transaction platform information system. A copy of the bid bond for all packages in the same bidding number must be made, and the same content must be uploaded separately for each package. The winning candidate must mail the original bank guarantee and bid bond insurance to the bidding agency during the public announcement period. If the original is inconsistent with the electronic version of the scanned bid bond, it will affect the winning result.

4. This project does not require bidders to participate in the on-site bidding opening process.
