In order to implement the requirements of the State Grid Corporation of China on power supply service guarantee to support epidemic prevention and control and the resumption of work and production of enterprises, as well as electricity price policies to reduce the electricity costs of enterprises, the State Grid Hainan Power Grid Company of China proposed that it will strengthen power supply guarantee for important epidemic prevention places, key areas and enterprises resuming work and production, effectively reduce the electricity costs of enterprises, and implement the "no power outage for arrears" measures. Small and medium-sized enterprises and tourism enterprises in the province that have difficulties in production and operation due to the epidemic prevention and control period can defer payment of electricity bills for 3 months, and no penalty will be charged.

In order to fully support the resumption of work and production of enterprises, Hainan Power Grid Company actively assisted customers in conducting inspections and tests of power-using equipment to eliminate potential safety hazards in power use. For the new (renovated) designated hospitals for epidemic prevention and control, as well as the production of masks, protective clothing, goggles, thermometers, virus detection supplies, disinfection supplies, medicines and other epidemic prevention and control emergency support materials, a green channel for electricity application was opened, and a dedicated service team was established. The application materials can be supplemented later and responded quickly. At the same time, the company assisted in the construction of customers' power receiving projects to ensure that power was delivered on schedule.

In order to provide more convenient services to customers, for customers who have stopped work but wish to retain non-production electricity during the epidemic prevention and control period, basic electricity charges can be calculated based on actual demand to meet customer electricity needs; after communicating with customers through telephone or other means, the customer's application for suspension, reduction, resumption of suspension, and resumption of reduced capacity will be completed on the same day.

The company also stated that when external power supply facilities cannot meet the electricity demand of newly built or designated epidemic prevention and control hospitals and other places by the government, the company will fully invest in the construction and waive the high-reliability power supply fee.

Reduce the electricity costs of enterprises, "no power outage for arrears" and no penalty for breach of contract

In order to ensure the normal power supply for relevant enterprises and people's livelihood during the extraordinary period, the company implemented the "no power outage for arrears" measure for customers during the epidemic prevention and control period. Small and medium-sized enterprises and tourism enterprises in the province that have difficulties in production and operation due to the epidemic prevention and control period can apply to the local power supply unit for a three-month deferral of electricity bills, and no penalty for electricity bills will be charged before June 30, 2020.

In addition, the company will also relax the change cycle of customers' basic electricity charges. Customers who apply to change the basic electricity charge calculation method will not be restricted by the "billing method change cycle" and will apply in the same month and take effect in the same month. For enterprises such as epidemic prevention and control emergency support materials that need to expand production capacity to fight the epidemic, if they originally chose to pay the basic electricity fee according to the maximum demand in the contract, the actual maximum usage will not be subject to the maximum demand in the contract. If it does not exceed 105% of the value determined in the contract, it will still be charged according to the value determined in the contract. The part exceeding 105% of the value determined in the contract will be charged based on actual consumption, and the basic electricity fee will not be doubled.
