On February 3, the Standing Committee of the Political Bureau of the CPC Central Committee held a meeting and pointed out that on the premise of doing a good job in prevention and control, we must fully support and organize the resumption of work and production of various types of production enterprises, increase financial support, increase the employment guarantee for the resumption of production of enterprises, make good use of the policies to support enterprises and stabilize employment, increase the start-up of new investment projects, and actively promote projects under construction.
Subsequently, the two power grids, the five major power companies and other central enterprises responded promptly and introduced measures to resume construction and promote the resumption of work and production of enterprises. According to the spokesperson of the Deputy Secretary-General of the State-owned Assets Supervision and Administration Commission, the resumption rate of work and production of power grids and power generation enterprises has reached more than 83%.

State Grid
On February 7, State Grid issued measures to respond to the impact of the epidemic and fully resume construction to help companies resume work and production. The details are as follows:
1. Comprehensively promote key tasks deployed by the central government. Implement major national decisions and deployments, fully serve the implementation of national strategies such as poverty alleviation, air pollution prevention and control, regional coordinated development, and rural revitalization, and accelerate the construction of power grid projects to protect people's livelihood in the "three regions and two states" deeply impoverished areas, border villages, and Ali networking. Start construction of Xiong'an 500 kV Xiongdong substation and 220 kV transmission project, and fully complete the construction of supporting power grid projects for the Winter Olympics.
2. Actively promote the construction of key projects under construction. Fully resume construction of a number of major projects, including the Qinghai-Henan, Yazhong-Jiangxi ±800 kV UHV DC, Zhangbei flexible DC, Mengxi-Jinzhong, Zhangbei-Xiong'an 1000 kV UHV AC, with a total construction scale of 71.3 billion yuan, and fully drive the resumption of work and production of upstream and downstream industries.
3. Increase the efforts to start new investment projects. Start a number of projects, including the Shaanxi-Wuhan ±800 kV UHV DC project and the Shanxi Yanqu pumped storage power station, with a total investment of 26.5 billion yuan. Rationally arrange key power grid strengthening, clean energy consumption improvement, power transmission, electric railway supporting projects and subsequent construction work.
4. Promote the preliminary work of a number of key projects. Increase efforts to make up for shortcomings in the infrastructure field, accelerate the preliminary progress of key projects such as Nanyang-Jingmen-Changsha, Nanchang-Changsha, Jingmen-Wuhan, Zhumadian-Wuhan, Wuhan-Nanchang UHV AC, Baihetan-Jiangsu, Baihetan-Zhejiang UHV DC, and strive to approve and start construction as soon as possible. Accelerate the preliminary work of a number of important power grid projects such as the Fujian-Guangdong interconnection, the expansion of Beijing East, Shanxi North, Jinzhong, and Wuhu UHV substations, and the supporting power supply for the Sichuan-Tibet Railway.
5. Actively organize the resumption of construction work. Formulate construction plans in advance, speed up project bidding and review and approval, use online office and online local government approval mechanisms to implement construction procedures as soon as possible. Make good preparations for the collection of funds, teams, materials, medical care, transportation and other resources and construction personnel to ensure that construction work can be resumed as soon as possible.
6. Speed up the organization of material bidding and procurement. Use online bidding, off-site evaluation and other measures to speed up the bidding and evaluation of projects that have been bid. In February, 28 bidding and evaluation projects were completed, with a procurement scale of about 19.642 billion yuan; 23 more bidding announcements were issued, and the relevant bidding and procurement work was completed in March.
7. Open up a green channel for material procurement. Establish a green channel for material supply, give priority to the agreement inventory model, compress the procurement process, and improve procurement efficiency. In case of urgent needs, follow the principle of "first come, first served" and establish special vehicle batches for procurement. Under the same conditions, small and medium-sized enterprises with good credit will be given priority for procurement projects related to epidemic prevention and control.
8. For enterprises that are temporarily unable to start or resume normal work during the epidemic prevention and control period, customers can apply for capacity reduction, suspension, capacity reduction and resumption, and suspension and resumption from now on, without being subject to restrictions such as "the basic electricity fee calculation method remains unchanged within 3 months after selection" and "the suspension of electricity use shall not be less than 15 days". For enterprises that need to expand production capacity due to epidemic prevention and control, if they choose to settle the basic electricity fee according to the maximum demand in the contract, the part exceeding 105% of the maximum demand agreed in the contract will be charged according to actual demand.
9. Fully implement the "three zero services" for epidemic prevention and control material production enterprises. For the electricity needs of newly established enterprises producing epidemic prevention and control materials and enterprises that need to expand production capacity, open a green channel for electricity, and implement the "three zero" services of zero door-to-door visits, zero approvals, and zero investment. For epidemic prevention and control material production enterprises that are indeed short of working capital and have difficulty paying fees, power will not be cut off for arrears during the epidemic prevention and control period.
10. Improve the power supply guarantee level of key epidemic prevention and control units. For designated medical institutions, isolation sites, medical team bases, epidemic checkpoints, epidemic command centers and other key epidemic prevention and control units and places, establish a 24-hour exclusive power supply guarantee service team, carry out 24-hour online power supply monitoring, equip emergency power generation vehicles, and assist customers in power equipment maintenance and inspection inspections; for those who need to add a second power supply due to epidemic prevention and control, the high-reliability power supply fee will be waived.
11. Improve the efficiency of electricity services. Give full play to the advantages of channels such as the "Online State Grid" mobile app, the 95598 hotline, and WeChat public accounts, comprehensively promote online electricity services, and promote services to be "done online, on the palm of your hand, and at your fingertips"; for changes, suspensions, and resumptions of basic electricity fee calculation methods for enterprises caused by epidemic prevention and control, implement "acceptance on the same day, completion on the next day" and "processing first, supplementing materials later", and fully support enterprises to resume work and production as soon as possible.
12. Strengthen the financial service guarantee of the industrial chain. Through trust, asset securitization, factoring and other means, take multiple measures to provide accounts receivable financing services for upstream enterprises; comprehensively promote the electricity e-loan and electricity e-bill business, provide low-cost financial services online for downstream electricity users, and strive to alleviate the financing problems of related small and medium-sized enterprises; vigorously promote insurance to replace deposits, reduce capital occupation, and reduce the burden on supplier companies.
China Southern Power Grid
On February 7, China Southern Power Grid issued measures to support epidemic prevention and control and the resumption of work and production of enterprises to ensure power supply services. The details are as follows:
1. Strengthen power supply to important places and key areas. Comprehensively strengthen power supply to important places and key areas such as medical institutions, transportation, epidemic prevention command organizations, and important medical material production enterprises. Key customers should formulate a "one-household-one-book" power supply emergency plan and implement 24-hour power supply monitoring. For remote health and epidemic prevention institutions, reserve emergency power generation equipment in advance. Comprehensively guarantee the power demand of epidemic prevention and control institutions and important medical material production enterprises.
2. Accelerate the meeting of the additional electricity demand for epidemic prevention and control. For the new (renovated) designated hospitals for epidemic prevention and control, as well as the new electricity demand of enterprises producing masks, protective clothing, goggles, thermometers, virus detection supplies, disinfection supplies, medicines and other emergency support materials for epidemic prevention and control, open a green channel for electricity application, establish a dedicated service team, implement zero door-to-door, zero approval, zero investment "three zero" services, and fill in the missing application materials later for rapid response. Assist in the construction of customer power receiving projects to ensure that power is delivered on schedule. For the newly (renovated) designated hospitals for epidemic prevention and control, fully implement the extension of the investment interface to the customer red line, and the power grid company is responsible for the construction of external line projects, and is exempt from the high-reliability power supply fee.
