The "Implementation Opinions on Accelerating the Development of 5G" (hereinafter referred to as the "Opinions") released by the Tianjin Municipal People's Government on the 3rd requires seizing the development opportunities of the fifth-generation mobile communications (5G), comprehensively promoting the construction of a network-strong city, accelerating the construction of Tianjin's strategic emerging industry system, and comprehensively supporting the construction of the "Tianjin Smart Port".
The "Opinions" pointed out the main goals: By the end of 2020, 5G network coverage will be basically achieved in Tianjin's central urban area and other areas, and the application and industry demonstration effects will begin to appear; by the end of 2022, a 5G innovation demonstration city with complete infrastructure, rich application scenarios, and high-end industrial clusters will be initially built.
The "Opinion" points out that it is necessary to promote the informatization, intelligence and automation transformation of the distribution network, provide comprehensive smart energy wireless communication solutions for the transmission, transformation, distribution and consumption of the power system, promote the realization of 5G+ drone inspections, real-time feedback of dynamic data in substations, ultra-high-definition video monitoring, augmented reality (AR) assisted remote guidance and other specific applications, and promote the upgrade of Tianjin power grid to a world-class energy Internet.

In order to seize the development opportunities of the fifth generation mobile communications (5G), comprehensively promote the construction of a network-strong city, accelerate the construction of our city's strategic emerging industry system, and fully assist the construction of "Tianjin Smart Port", these implementation opinions are formulated.
I. General requirements
(I) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th CPC National Congress and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, thoroughly implement General Secretary Xi Jinping's important requirements for Tianjin's work on "three focuses" and a series of important instructions and instructions, vigorously implement the strategy of building a strong manufacturing country and a strong network country, cultivate a high-end and high-quality 5G industrial system, implement "leapfrogging and intensive improvement" of communication infrastructure, build a first-class 5G infrastructure in China, build an open and integrated 5G application ecosystem, focus on creating a 5G innovation demonstration city, strengthen the foundation, promote applications, and strengthen the industry, so as to cultivate new momentum for building a "Tianjin Smart Port", building an artificial intelligence pioneer city, and promoting high-quality development.
2. Main objectives
By the end of 2020, 5G network coverage will be basically achieved in the central urban area and other areas, and the application and industry demonstration effects will begin to emerge; by the end of 2022, a 5G innovation demonstration city with complete infrastructure, rich application scenarios, and high-end industrial clusters will be initially built.
——Leading in 5G network construction. By the end of 2020, 20,000 5G base stations will be built, basically achieving 5G network coverage in the central urban area, the core area of the Binhai New Area, various development zones, and industry application hotspots, and meeting the basic conditions for 5G commercial use; by the end of 2022, 40,000 5G base stations will be built, achieving full 5G network coverage, deep coverage of industry application hotspots, and on-demand provision of 5G network services.
——5G行业应用丰富。到2020年底,5G示范应用初见成效,5G示范应用场景超过50个;到2022年底,传统行业依托5G技术优化升级成效显著,5G示范应用场景超过100个,全面覆盖农业、工业、服务业等主要产业和领域。
——5G industry ecological gathering. 1. Building advanced infrastructure
1. Promote the large-scale construction of 5G networks. Promote the implementation of the relevant contents of the strategic cooperation agreement signed between our city and the National Basic Telecommunications Enterprise Group, encourage enterprises to increase infrastructure investment in Tianjin, promote the construction of 5G networks in independent networking mode, and gradually achieve full coverage of 5G networks in urban and rural areas. 2. Strengthen the deep coverage of 5G networks. Promote the coordinated development of 5G, narrowband Internet of Things (NB-IoT) and enhanced machine-type communications (eMTC), continuously enrich network forms, and achieve deep coverage of 5G networks in all scenarios. Carry out the "Double G Double Improvement" work, promote the fixed broadband and mobile broadband dual gigabit projects, and comprehensively improve the 5G network quality and user experience. 2. Promoting the development of 5G applications
1. Smart city. In areas such as the Sino-Singapore Tianjin Eco-City, we will carry out smart city construction, promote the advanced deployment of 5G networks, and improve the level of smart urban infrastructure. We will apply smart IoT technology to promote the construction of smart pipe networks, smart street light poles, smart manhole covers, smart trash cans, smart meters, smart parking spaces, etc., and expand the smart life experience. We will promote the leading application of 5G in urban management, environmental supervision, geographic surveying and mapping, law enforcement command, etc., build a full-smart scene, take the Sino-Singapore Tianjin Eco-City as a model, create a 5G full-domain application demonstration zone, and gradually promote it throughout the city. 2. Smart manufacturing. Utilize the low latency, high reliability, and wide coverage of 5G technology to meet the ultra-high performance requirements of the industrial Internet. Build 5G networks within enterprises in advantageous industries such as equipment manufacturing, aerospace, electronic information, and automobiles to create a smart factory network system that fully connects people, machines, and objects. Focus on applications such as identification resolution, remote equipment operation and maintenance, machine vision inspection, and mobile robot navigation to support the transformation of manufacturing enterprises to digitalization, networking, and intelligence. 3. Smart ports.
