2. The following projects shall not be approved:

(1) The technical requirements are lower than those of the relevant mandatory national standards;

(2) The key technical requirements have not been fully verified and widely promoted;

(3) Only those with special needs in the administrative area of ​​a city divided into districts;

(4) Similar standards already exist at the national, industrial or local level, and the application materials do not clarify the similarities and differences, the necessity is insufficient, or the application deliberately avoids the issue;

(5) The task of formulating and revising local standards undertaken by the project leader has not yet been completed;

(6) Products that have not obtained the geographical indication protection product announcement approved by the former General Administration of Quality Supervision, Inspection and Quarantine or the geographical indication certification trademark approved by the former State Administration for Industry and Commerce;

(7) Other items that do not meet the project establishment requirements.

(III) Carefully prepare the draft of the local standard. The draft of the local standard should include the following essential elements: the cover, foreword, scope, chapters of the standard (which should be specific to the articles, paragraphs or items; if there is no specific content, a brief description of the content or drafting concept can be given), etc. The draft of the standard should basically comply with the requirements of GB/T 1.1-2009.

(IV) Establish a standard drafting group. After the project plan is issued, the project undertaking unit should promptly organize relevant personnel to establish a standard drafting group, which generally consists of 5 to 15 people, with a reasonable professional structure and broad representation. Among them, the project leader should have a senior technical title or above or be an expert in the industry, and the number of project working group members with intermediate titles or above shall not be less than 50%.

IV. Requirements for submitting materials

(1) For projects submitted by provincial-level industry administrative departments and their directly affiliated institutions, the provincial-level industry administrative departments shall sign their opinions at the corresponding position of the "Shaanxi Provincial Local Standard (Revision) Project Application Form" and then summarize and submit them to the Provincial Market Supervision Bureau.

(2) For projects submitted by other units, the provincial industry administrative department must sign its opinion and stamp its official seal on the corresponding position of the "Shaanxi Provincial Local Standard Formulation (Revision) Project Application Form", and then submit the application materials to the Provincial Market Supervision Bureau, and submit one copy to the local municipal market supervision bureau at the same time.

(III) The deadline for this project solicitation is March 31, 2020. Each unit should submit the application documents, the draft local standards and the "Application for the Development (Revision) of Local Standards in Shaanxi Province" in duplicate with the official seal to the Provincial Market Supervision Bureau within the required period.
