In order to fully implement the "Standardization Law of the People's Republic of China", the "Shaanxi Province Standardization Development Strategic Outline (2011-2020)" (Shaanxi Government Document No. 8 [2011]) and the requirements of deepening the reform of standardization work, continuously deepen the technical support role of standards in supply-side structural reform, systematically optimize the structure of the local standard system in our province, improve the quality of standard project establishment, smooth the path for local standard formulation, accelerate the establishment and improvement of high-quality development standard systems in key areas such as agriculture and rural areas, manufacturing, strategic emerging industries, services, social management and public services, and promote Shaanxi's high-quality development and the construction of the "three economies", the following notice is hereby issued on the collection of Shaanxi Province's local standard formulation (revision) projects in 2020.
I. General requirements
With the acceleration of the construction of a standard system to promote the high-quality development of our province as the center, we encourage industry departments, enterprises, social groups, education and scientific research institutions, etc. to carry out or participate in the formulation of local standards. The local standard projects collected should be consistent with the standard system in their respective fields.
Combined with the key tasks of various industries and fields, and integrated with the central work of promoting high-quality development in the province. Fully implement the conclusions of the centralized review of local standards, and timely recommend the application of local standards that are revised in the review. Further strengthen the development of basic general standards, increase the supply of forward-looking and leading standards, strictly control the increase in similar local standards, increase the revision efforts, and encourage the integration and revision of existing local standards. Continuously expand the coverage of local standard project solicitation, increase the analysis of project needs and the demonstration of necessity and feasibility, and ensure a transparent, open, fair and just environment for all relevant parties to participate in the application of local standard projects.
II. Scope of Collection
If the special technical requirements such as the local natural conditions, customs and habits of our province are met and need to be unified throughout the province, the Shaanxi Provincial Local Standard can be applied for:
(1) The requirements for varieties, specifications, quality, grades, safety, inspection, packaging, storage and transportation of agricultural products (including seeds, seedlings, breeding livestock and breeding poultry), as well as agricultural production technology and management technology, and the standards for geographical indication products;
(ii) technical and safety requirements in the process of industrial design, production, inspection, packaging, storage, transportation and use, and requirements for the safety, environmental protection and resource conservation of industrial products;
(3) Technical, quality, environmental, evaluation, and management requirements for the service industry;
(iv) The social sector needs unified service functions, service quality, management and service processes, management technology, supervision and evaluation requirements;
(5) Planning, investigation, design, construction, acceptance and safety requirements of construction projects, as well as the design and application of new technologies, new processes and new materials;
(6) Technical requirements for the development and utilization of energy and resources and energy conservation and emission reduction, and safety, assessment and technical requirements for ecological construction and environmental protection;
(VII) Where laws and regulations provide that local standards may be formulated.
III. Project Application Requirements
1. Attach great importance to the organization and application of projects. Shaanxi Provincial Local Standards are planned, supervised, numbered and issued by the Provincial Market Supervision Bureau. After receiving the notice, each project application unit shall follow the scope and requirements of the local standard application and do a good job of research and selection before project application.
(II) Strictly control the quality and quantity of application projects. Project application units should actively communicate and coordinate with the administrative departments of standardization at all levels, the competent departments of the industry and the provincial standardization committees, and focus on researching projects in the following areas.
1. Projects in the following fields should be given priority:
(1) Agriculture and rural areas. Focus on the formulation and revision of local standards in the fields of agricultural input quality and safety and risk assessment, agricultural product quality classification, agricultural product circulation and agricultural supply management evaluation, support the development of safety, quality and service standards for the entire agricultural industry chain, and strive to build a full-factor, full-chain, multi-level modern agricultural industry chain standard system. Focus on supporting the formulation and revision of standards for improving rural infrastructure, public facilities and rural living environment, and improve the rural basic public service standard system.
(2) Manufacturing sector. Implement the "Plan for Standardization and Quality Improvement of Equipment Manufacturing Industry", focus on intelligentization, greening and service-oriented development, and promote the transformation and upgrading of traditional industry standards. Strengthen the binding role of energy-saving, environmental protection, quality and safety standards, and focus on formulating a number of standards to resolve overcapacity. Improve the standard system for the comprehensive utilization of new energy such as photovoltaics, solar thermal, wind power, nuclear power, hydrogen energy and fuel cells, and power storage. Focus on supporting the construction of energy transmission standard systems such as energy internet, smart grid, and power internet of things, as well as energy conservation and efficient utilization technology and equipment standard systems.
(3) Information technology: Promote the deep integration of informatization and industrialization, strengthen the construction and application of standard systems such as industrial Internet, robots, and intelligent manufacturing, and improve the new generation of information technology standard systems such as artificial intelligence, integrated circuits, the Internet of Things, big data, network security, smart cities, and connected cars.
(4) Emerging industries. Further improve the standards system for strategic emerging industries, implement pilot projects for new industry standards in different fields, and focus on supporting the development of a number of pilot standards in the fields of biotechnology, new energy, new materials, additive manufacturing, etc.
(5) Ecological civilization. We will continue to improve the ecological civilization construction standard system, and continue to strengthen the formulation and revision of standards in key areas such as energy and resource conservation and utilization, green production and consumption, pollution prevention and control, and climate change response. We will improve the standards for air, water, and soil environmental quality. We will strengthen the formulation and revision of standards in the fields of ecological security, biodiversity protection, and ecological protection and restoration.
(6) Service sector. Establish and improve the service industry standards system, strengthen the formulation and revision of basic general and emerging service industry standards; focus on accelerating the formulation and revision of local standards in the fields of civil affairs, elderly care, housekeeping, culture, sports, tourism, education and training, social security, and the sharing economy, and support the continuous improvement and expansion of service consumption; focus on supporting the formulation and revision of standards in key areas of industrial transformation such as finance, logistics, business services, scientific and technological services, human resources services, and trade in services, further improve the quality, brand, credit, and e-commerce standards system, and promote high-quality development of the service industry.
(7) Social management and public service areas. Focusing on the overall requirements of ensuring that children have access to education, students have access to education, workers have access to income, the sick have access to medical care, the elderly have access to care, the homeless have access to housing, the weak have access to support, and military personnel and cultural and sports services, we will improve the public service standard system, promote the construction of a government affairs disclosure standard system, and accelerate the development of standards that are urgently needed by society.
