At 7:58 am on January 4, the Shandong-Hebei 1,000 kV UHV AC ring network project successfully completed a 72-hour trial run and was put into formal operation, marking the basic formation of the North China UHV AC backbone grid with the highest voltage level and strongest grid structure in the world today.
The Shandong-Hebei UHV AC ring network project is an important part of the North China UHV grid. The project was approved by the National Development and Reform Commission on October 31, 2017, and construction started in May 2018. The project built new substations in Zaozhuang and Heze, expanded substations in Weifang, Jinan, and Shijiazhuang, and added 15 million kilovolt-amperes of substation capacity; the transmission line passes through Shandong, Henan, and Hebei provinces, crosses the Yellow River, and is built on the same tower with double circuits, with a total length of 816 kilometers, a total of 1,632 towers, and an investment of more than 14 billion yuan. On December 18, 2018, in order to support the early benefits of the Shanghai Temple-Linyi UHV DC transmission project, the Weifang-Linyi section of the Shandong-Hebei ring network project was completed and put into operation ahead of schedule.
The project has five stations and four lines, passing through densely populated areas and factories and mines in 11 cities and 33 counties in three provinces, crossing railways, highways, and power lines above 110 kilovolts more than 200 times. It is the first batch of projects that have been set as the conditions for commencement after the approval of environmental and water protection, and is also a pilot project for the transformation and upgrading of power transmission and transformation construction enterprises. The construction task is heavy, the environment is complex, the standardization requirements are high, and the safety and quality risks are great. Since the start of the project, the participating units have stimulated vitality with "party building + infrastructure", united as one, overcome difficulties, and firmly established the goal of building "safe and reliable, independent innovation, economic rationality, environmentally friendly, and world-class" high-quality and fine projects, scientifically managed, and innovated, always focusing on safety and quality, attaching great importance to environmental protection, and completing the construction tasks safely, with high quality and high level. Rich construction results have been achieved in exploring infrastructure reform and progress, promoting "sign first and then build", comprehensively demonstrating and carrying out three-dimensional digital design, applying single-tower capacitor groups, hard rock geological mechanical drilling micropiles, and high-strength lattice-type spanning frames.
工程建成投运后,华北电网受端网架接受区外来电能力达到3000万千瓦以上,超过2018年华北电网最大负荷的十分之一,达到2018年山东电网最大负荷的三分之一,每年可减少燃煤消耗7560万吨,减排二氧化碳1.485亿吨、二氧化硫37万吨,将有力促进东北、内蒙等地区清洁能源的大规模开发和大范围消纳,全面降低电网短路电流水平,显著增强抵抗严重故障能力,为后续张北风电接入华北电网、实现清洁替代和电能替代创造有利条件。
