Central China Power Grid realizes inter-provincial resource allocation of energy storage power stations

China Energy Storage Network News: From December 19 to 21, with the issuance and implementation of the inter-provincial and intra-provincial dispatching plans of the Central China Power Grid, 15 energy storage power stations in Hunan and Henan provinces that were dispersed and connected to 110 kV and 220 kV substations participated in the inter-provincial resource allocation of the Central China Power Grid for the first time in a centralized response and inter-provincial call mode. This is a solid step forward in the construction of the Central China Power Grid's source-grid-load-storage platform, and it is also the first time that inter-provincial calls for energy storage power stations have been realized within the State Grid Corporation of China.

On December 19, three energy storage power stations in Changsha, Hunan, provided peak load support to Henan during off-peak hours, with a peak load of 26,000 kilowatts for two hours; during peak hours, they provided power support to Hubei, with a support power of 24,000 kilowatts for two hours. On December 20 and 21, 12 energy storage power stations in nine cities in Henan provided peak load support to Hubei during off-peak hours, with a peak load of 28,000 kilowatts for two hours; during peak hours, they provided power support to Jiangxi, with a support power of 26,000 kilowatts for two hours.

With the rapid development of interactive energy facilities such as distributed energy, electrochemical energy storage power stations, and electric vehicle charging piles in my country, these new forms of energy use have greatly enriched the composition of ubiquitous electric energy resources. Among them, energy storage power stations have strong load tracking capabilities, fast response speed, precise control, and "bidirectional" regulation of charging and discharging, making them a rare peak-shaving resource for the power grid.

In recent years, Henan and Hunan have put into operation 100,000 kW/100,000 kWh and 60,000 kW/120,000 kWh electrochemical energy storage power stations, respectively. Among them, Henan's energy storage power stations are distributed in 16 substations, and Hunan's energy storage power stations are distributed in 3 substations. In order to give full play to the role of these flexible and adjustable loads, the Central China Branch of the State Grid Corporation of China has played the role of the Central China Power Grid as an important carrier for the construction of "three types and two networks" with "obvious hub and platform characteristics and large space for sharing", and has carried out the construction of the source-grid-load-storage platform. After three consecutive days of cross-provincial dispatching of the resources of the Central China Energy Storage Power Station, the platform has achieved full information access to the Hunan and Henan Energy Storage Power Stations, and has achieved observable, measurable, adjustable and controllable resources of the energy storage power stations.

The Central China Power Peak Loading Ancillary Service Market has been running well since its simulation operation began on October 12, creating conditions for the inter-provincial use of ubiquitous regulation resources. Through the two trading products of valley peak load and peak reserve, inter-provincial mutual assistance of peak load resources and sharing of reserve capacity across the entire network are achieved. According to market rules, ubiquitous regulation resources such as pumped storage power stations and self-provided power plants have been included in the market. It is understood that the Central China Branch of State Grid is in close communication with energy supervision agencies to actively promote the participation of energy storage power station resources in the ancillary service market, create a business model that promotes the participation of various ubiquitous resources such as energy storage power stations in market transactions, further activate the optimal allocation of resources between provinces, create conditions for the realization of multi-coordinated ubiquitous dispatch of sources, grids, loads and storage, and play the role of the branch in building a new energy Internet ecosystem.

Following the inter-provincial transfer of energy storage power station resources, the Central China Branch of State Grid plans to organize inter-provincial power regulation of charging piles and "two-way" participation of electric vehicle charging piles in grid interactive response. By actively adapting to the structural changes in the power grid, power source and power load, gathering various resources to participate in the operation and regulation of the Central China Power Grid, using market mechanisms to promote the participation of various entities, and promoting the transformation from "source follows load" to "source and load interaction", the grid's ability to optimize resource allocation will be continuously improved.
