At present, Hainan Power Grid Company's 220 kV Pinghe and other 8 smart substation projects have been fully started, the first phase of the Boao Lecheng Smart Grid Comprehensive Demonstration Project is also under intensive construction, and the special power planning work for demonstration projects such as Haikou Jiangdong New District and Sanya Central Business District has been preliminarily completed.
To ensure that all established tasks are carried out on schedule, Hainan Power Grid Company has established a regular promotion mechanism for smart grid construction in accordance with the task list and division of responsibilities in the Hainan Smart Grid Construction Plan 2019-2021, and has quantified the work and broken down the tasks.
It is understood that in order to strengthen the power support capacity for the construction of Hainan Free Trade Zone (Port), Hainan Power Grid Company will improve the automation and intelligence level of the power grid, carry out the construction of demonstration projects such as smart grids and microgrids, and build Hainan into a comprehensive demonstration province of smart grids.
The Hainan Smart Grid 2019-2021 Construction Plan, released in May this year, mentioned that Hainan Province will basically build a provincial smart grid in the three years from 2019 to 2021. The main contents can be summarized as "75111", namely, implementing 7 systematic projects, 5 comprehensive demonstration projects, building a digital grid platform, a smart grid laboratory, and creating an international smart grid forum. According to Gu Song, assistant to the director of the Planning Department of Hainan Power Grid Company, the major projects are currently progressing smoothly.
The Boao Lecheng Smart Grid and Low-carbon Smart Energy Comprehensive Demonstration Zone Project is one of the five comprehensive demonstration projects. The Lecheng 110 kV substation in Boao is being built at an accelerated pace and is expected to be completed and put into operation this year. By then, the station will use intelligent electrical equipment to achieve intelligent operation and maintenance, and form a safe and reliable double-circuit power grid structure with existing lines to better ensure the power safety of major local hospitals and other important places.
Since the beginning of this year, Hainan Power Grid Company has comprehensively upgraded the grid structure at all levels, striving to reduce the average power outage time of customers to less than 18 hours, the transfer rate of medium-voltage lines in the distribution network to 80%, and the proportion of clean energy power generation to 45%, ensuring the high-quality completion of the three-year action plan to improve the power grid.
