In order to implement the "Notice of the State Council on Issuing the Development Plan for the Energy-Saving and New Energy Vehicle Industry (2012-2020)" (Guofa [2012] No. 22), and in accordance with the requirements of the "Guiding Opinions of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles" (Guobanfa [2014] No. 35), to guide and regulate the healthy development of the automotive power battery industry, the Ministry of Industry and Information Technology has formulated the "Standardized Conditions for the Automotive Power Battery Industry", which are hereby announced.

Standard conditions for the automotive power battery industry
I. General Provisions
(I) These specifications are formulated to implement the Notice of the State Council on Issuing the Development Plan for the Energy-Saving and New Energy Vehicle Industry (2012-2020) (Guofa [2012] No. 22), and in accordance with the requirements of the Guiding Opinions of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles (Guobanfa [2014] No. 35), to guide and regulate the healthy development of the automotive power battery industry.
(II) The State encourages automobile power battery enterprises to become better and stronger, establish product production standards and quality assurance systems, strengthen technological and management innovation, improve product research and development and manufacturing levels, enhance product performance and quality, and meet the needs of the development of the new energy automobile industry.
(III) The state implements announcement management for automotive power battery enterprises that meet the conditions of this specification, and enterprises apply on a voluntary basis.
(IV) These standard conditions apply to power battery manufacturers that produce and support automotive products within the territory of the People's Republic of China (excluding Taiwan, Hong Kong and Macao).
The power battery referred to in this specification is a device used in a vehicle that can store electrical energy and be recharged to provide energy for driving the vehicle, including lithium-ion power batteries, nickel metal hydride power batteries and supercapacitors, but excluding lead-acid batteries.
The power battery manufacturers referred to in these standard conditions include single power battery manufacturers (hereinafter referred to as single companies) and power battery system manufacturers (hereinafter referred to as system companies).
2. Basic requirements for enterprises
(V) It is established in accordance with national laws and regulations, complies with the requirements of automobile industry development policies, has independent legal person status, and has obtained a business license for a corporate legal person issued by the industrial and commercial administrative department.
(VI) Comply with the laws and regulations of the State on production safety, environmental protection, energy conservation, fire protection, etc., and pass the certification of environmental management system and occupational health and safety management system.
(VII) Having legal land use rights for production sites, and the area of production land and factory buildings should be commensurate with the variety and scale of products produced by the enterprise.
(VIII) The annual production capacity of lithium-ion power battery monomer enterprises shall not be less than 200 million watt-hours, the annual production capacity of metal hydride nickel power battery monomer enterprises shall not be less than 10 million watt-hours, and the annual production capacity of supercapacitor monomer enterprises shall not be less than 5 million watt-hours. The annual production capacity of system enterprises shall not be less than 10,000 sets or 200 million watt-hours.
The annual production capacity of enterprises and system enterprises that produce various types of power battery cells must meet the above requirements respectively.
(IX) Enterprises should formulate and implement enterprise standards that are no lower than national or industry standards in terms of the safety, consistency and cycle life of power battery products.
3. Production conditions requirements
(10) The enterprise should have production equipment, facilities and ownership that are appropriate to the variety and scale of products produced.
Individual enterprises should have production equipment and facilities for electrode preparation, battery cell assembly, chemical formation and other process steps, and the production workshops should be equipped with necessary temperature, humidity, cleanliness and other testing and control facilities.
System enterprises should have power battery system assembly lines and standardized process flows suitable for mass production.
(XI) Monomer enterprises should at least have the automated production capacity and online detection capabilities for key process steps such as electrode preparation, lamination/winding, assembly, liquid injection, and formation, and have the ability to ensure production consistency such as single cell sorting.
System enterprises should at least have the automated production capabilities and corresponding testing capabilities for group key process steps such as welding or connection.
(XII) Enterprises should have corresponding treatment or recycling plans and measures for waste water, waste gas, waste materials, etc. generated during the production process, and all types of emissions should comply with the requirements of GB 30484 "Battery Industry Pollutant Emission Standards".
4. Technical capability requirements
13. Enterprises should establish product design and R&D institutions and equip them with appropriate R&D equipment, including development tools, software, R&D and testing equipment, trial production equipment, etc.
(XIV) Enterprises should be equipped with appropriate research and development personnel, the proportion of which shall not be less than 10% of the total number of employees of the enterprise or the total number shall not be less than 100. The deployment of research and development personnel should at least cover four aspects of enterprise product development: new product technology research and development, product trial production and test analysis, tracking of technological development of similar products at home and abroad, and formulation and revision of enterprise standards.
15. Enterprises should establish product design and development processes and technical management systems that are compatible with automobile R&D, establish automotive power battery product design specifications, establish a product development information database, and should have the following research and development capabilities:
A single enterprise should have the capabilities in single battery design and development, production process design, and product testing and verification, and have the ability to verify and analyze key performance of single power batteries such as safety and consistency.
System companies should have the capabilities in designing, developing, testing and verifying battery series and parallel connection methods and structures, battery auxiliary devices, battery load-bearing device structures, and battery management systems, and should also have the ability to verify and analyze key functions and performance such as system safety, consistency, and reliability.
V. Product Requirements
(XVI) Power battery products should comply with the current national standards and industry standards (see Appendix 1) and pass the inspection by an institution that has been granted relevant automotive power battery inspection qualifications by the quality inspection department.
(XVII) The products developed and produced by enterprises should comply with the legal provisions on intellectual property protection.
VI. Quality Assurance Capability Requirements
18. Enterprises should pass TS16949 quality system certification and prepare and implement production consistency control plans.
19. Enterprises should establish a complete inspection and traceability system from raw materials and components to finished products, implement computer information production management, and establish a production management database.
7. After-sales service capability requirements.
(XX) Enterprises should establish a comprehensive after-sales service system and have the ability to ensure the quality of product after-sales services.
(21) System enterprises should work with automobile manufacturers to study and formulate feasible plans for the recycling, treatment and reuse of waste power batteries.
8. Standardized management
(XXII) Application, review and announcement of enterprise standard conditions:
1. The Ministry of Industry and Information Technology is responsible for the standardized management of automotive power batteries. Applicants must prepare the "Application Report for Standard Conditions of the Automotive Power Battery Industry" (see Appendix 2), provide relevant materials as required, and apply to the Ministry of Industry and Information Technology through the industrial and information technology authorities of the province, autonomous region, or municipality directly under the central government where they are located. Enterprises affiliated to central enterprises shall apply to the Ministry of Industry and Information Technology through their headquarters, and copy to the industrial and information technology authorities of the province, autonomous region, or municipality directly under the central government where the enterprise is located.
