On February 15, the reporter learned from the website of the Zhejiang Provincial Department of Economy and Information Technology that the province recently issued the "Zhejiang Province Action Plan to Promote the Development of a New Generation of Artificial Intelligence (2019-2022)" (hereinafter referred to as the "Plan").

The “three major projects” for cultivating artificial intelligence enterprises include:
1. Leading enterprises. Support leading enterprises in intelligent manufacturing, intelligent hardware and software, intelligent finance, and intelligent logistics, such as Alibaba, Geely, Hikvision, Dahua, NetEase, Ant Financial, Cainiao Network, and Chuanhua Zhilian, to integrate resources, accelerate the development and industrialization of intelligent chips, key technologies for artificial intelligence, and innovative application technologies for the industry, build an artificial intelligence ecosystem, strengthen patent layout, and take the lead or participate in the formulation of national and international standards. Cultivate more than 10 leading enterprises with international influence and competitiveness.
2. Industry benchmark enterprises. In the advantageous fields such as smart security, smart robots, smart key components, wearable devices, virtual reality, drones, voice/image recognition, and smart homes, we will accelerate the cultivation of more than 100 benchmark enterprises in the artificial intelligence industry.
3. Specialized and specialized enterprises. Attract outstanding AI entrepreneurial teams, incubators and various investment institutions from around the world, support leading AI companies and outstanding talents from universities and research institutes, connect entrepreneurs, makers and other groups to engage in AI innovation and entrepreneurship, and cultivate more than 500 competitive, specialized and specialized small and medium-sized enterprises in AI sub-sectors.
The plan proposes five key tasks, including breaking through key core basic theories and technologies, mastering basic software and hardware, accelerating the development of intelligent products, promoting the demonstration application of artificial intelligence, and deepening the military-civilian integration of artificial intelligence.
In terms of implementation paths, the Plan proposes to build an AI technology innovation center with global influence. We will vigorously promote the construction of Zhijiang Laboratory, Alibaba Damo Academy, etc., accelerate basic research and application technology development in the field of AI technology; actively promote the construction of large scientific facilities such as autonomous and controllable intelligent cloud platform quantum computing, and deploy key technology verification platforms such as network security attack and defense ranges and intelligent networked vehicle test sites; promote the construction of famous schools, colleges and institutions, actively strive to introduce famous domestic and foreign universities to Zhejiang for cooperative education, and build a number of world-class AI research institutes.
At the same time, with the Hangzhou West Science and Technology Innovation Corridor, Ningbo Nanjiang Science and Technology Innovation Corridor, and G60 Science and Technology Innovation Corridor as support, and focusing on central city science and technology cities, high-tech industrial parks, economic and technological development zones, characteristic towns, military-civilian integration industrial bases, and dual innovation demonstration bases as carriers, we will accelerate the strategic and overall layout of artificial intelligence professional parks, form a "2+X" industrial structure with Hangzhou and Ningbo as the core, and other regions such as Jiaxing, Shaoxing, and Huzhou with characteristic development, and build a national artificial intelligence development demonstration zone.

1. Promote the deep integration of artificial intelligence and advanced manufacturing
Accelerate the integration and application of artificial intelligence technologies such as complex environment recognition and new human-computer interaction in key technical equipment, and significantly improve the application level of new intelligent manufacturing models such as intelligent production, large-scale personalized customization, and predictive maintenance.

Accelerate the improvement of the level of intelligent manufacturing. Accelerate the creation of the "1+N" industrial Internet platform system, promote large-scale manufacturing enterprises to apply the industrial Internet platform, realize the digital control of internal management and production, guide small and medium-sized enterprises to use the industrial Internet platform to realize the migration of business systems to the cloud, and accelerate digitalization, networking, and intelligent upgrading. Actively cooperate with well-known universities and research institutions at home and abroad, accelerate the introduction of heavyweight scientific research teams, promote cutting-edge technology research in the field of artificial intelligence by Zhijiang Laboratory, vigorously support the construction of national innovation centers and provincial innovation platforms related to artificial intelligence, and give play to the leading advantages of our province in scientific research on artificial intelligence. Promote the implementation of the "Zhejiang Province Public Data and E-Government Management Measures", formulate public standards and technical specifications, implement data opening and maintenance responsibilities, and steadily promote the open sharing of public data resources. Guide artificial intelligence companies and other market entities to legally and compliantly carry out data asset circulation. Build a data resource management company, accelerate the development and utilization of data resources in various related fields, and promote the construction of a data resource-strong province.
