The export of US AI chips is finally liberalized

The U.S. Commerce Department on Monday unveiled a rule that could ease requirements for artificial intelligence chips like those from Nvidia to be shipped to data centers in the Middle East.
Since October 2023, U.S. exporters have had to obtain a license before shipping advanced chips to parts of the Middle East and Central Asia. Under the new rules, data centers can apply for "verified end-user" status, which will allow them to receive chips under a general authorization without requiring U.S. suppliers to apply for separate licenses to ship to them.
A U.S. official said the United States will work with foreign data centers that apply for the "verified end-user" program and their host governments to ensure the security of the technology.
Nvidia, based in Santa Clara, California, the world's leading supplier of AI chips, declined to comment.
With historical ties to China, it has become a focus of these concerns. In April, Microsoft announced that it would invest $1.5 billion in G42, an AI company in the United Arab Emirates, and planned to provide G42 with chips and model weights, which are complex data that can improve the AI model's ability to simulate human reasoning.
G42, which owns the data center, did not immediately respond to a request for comment.
The U.S. Department of Commerce said in a statement that data centers applying for the program will undergo a rigorous review process to ensure that safeguards are in place to prevent U.S. technology from being transferred or used for purposes contrary to national security. Under the rules, the review process will include information about existing and potential customers, business activities, access restrictions, and network security.
Applicants must also agree to reporting requirements and submit to on-site reviews by U.S. government representatives. Host countries may need to provide assurances that the technology will be used safely. The authorization will limit the amount and type of technology that can be exported to specific data centers, according to the official.
Alan Estevez, an official at the Commerce Department’s Bureau of Industry and Security, said in a statement that the agency is “committed to promoting international AI development while mitigating risks to U.S. and global security.”
