On July 11, the Yangtze River Delta G60 Science and Technology Innovation Corridor Intelligent Driving Industry Development Conference (hereinafter referred to as the "Conference") was held in Suzhou High-speed Railway New City. The event attracted nearly 200 experts, scholars and entrepreneurs in the field of intelligent driving industry to explore the core applications of intelligent driving systems and smart cars.


At the conference, Zhiche Xingjia learned that the recently released "Implementation Rules of Suzhou High-speed Railway New City on Supporting the Clustered Development of the Intelligent Connected Vehicle Industry" mentioned that Suzhou Xiangcheng will provide a series of support subsidies for upstream and downstream companies of intelligent connected vehicles from multiple dimensions such as supporting support, operational support, headquarters support, financial support, and mass production support, among which the maximum amount of subsidies for mass production support is 100 million yuan.

Previously, the National Development and Reform Commission and 11 other departments jointly issued the "Intelligent Vehicle Innovation and Development Strategy", and at the same time, the new infrastructure strategy with 5G as the core, using policies and actions to strongly promote the development of China's intelligent vehicle industry. With the support of the policy, Suzhou Xiangcheng has started the acceleration mode of the layout of the intelligent network industry ecosystem.


The Yangtze River Delta G60 Science and Technology Innovation Corridor Intelligent Driving Industry Development Conference clearly demonstrated the "Xiangcheng Model" and "Xiangcheng Speed" of intelligent driving to all sectors of society. At the conference, the Yangtze River Delta International R&D Community Intelligent Connected Vehicle Industry Planning and Industrial Policy were officially released, providing strong support to Suzhou Xiangcheng District's intelligent connected vehicle companies in five major directions: mass production support, financial support, headquarters support, operational support, and supporting support, and further increasing support. Among them, mass production companies in key areas will be fully supported through equity investment, with the maximum amount reaching 100 million yuan.


A series of strong policy support and industrial layout have enabled Suzhou Xiangcheng's intelligent connected industry to quickly move to the forefront of the Yangtze River Delta and rapidly improve the industry's agglomeration. In just two years, it has focused on 61 intelligent connected related companies, covering major categories such as smart car networking, car interaction and technical support, involving more than 30 industrial chain segments, and a number of leading companies such as momenta, PlusAI, Hodo Technology and Xiantu Intelligent have emerged, with more than 1,000 high-level talents in the industry.

Two years is not a short time. As the main battlefield of Xiangcheng District's intelligent driving industry, Suzhou High-speed Railway New City has made forward-looking layouts and pioneered trials to create a rich and vibrant industrial ecology. Two years is also not a long time. Suzhou Xiangcheng has seized the opportunity, focused on building a smart transportation system that integrates vehicle and road collaboration, and worked hard to build a nationally leading and world-class intelligent acceleration industry cluster, becoming one of the strong competitors in the leading camp of China's smart car industry.

Why was there such a huge burst of energy in just two years? What are the highlights of the rapid development of the "Suzhou Xiangcheng Model"? Perhaps we can interpret it from the following four points.

1. Vigorously support mass production enterprises of intelligent connected vehicles, with subsidies up to 100 million yuan
In the process of introducing ecological enterprises, Suzhou Xiangcheng did not simply seek to grow large, but focused on building a complete industrial ecology. The establishment of the software and hardware environment for intelligent connected vehicles, coupled with the policy support and inclination of the Suzhou Xiangcheng government, can give us a glimpse of the truth.
For example, the recently issued "Implementation Rules of Suzhou High-speed Railway New City on Supporting the Clustered Development of the Intelligent Connected Vehicle Industry" mentioned a series of heavy subsidies, among which the largest support was for mass production, reaching up to 100 million yuan.

In addition, financial assistance is provided from multiple dimensions, including supporting support (projects, rent subsidies), operational support (vehicle purchase and modification subsidies, operating subsidies, platform subsidies), headquarters support (foreign investment registration incentives), and financial support (interest subsidies, financing and financial support).

We can see the heavy support from Suzhou Xiangcheng government for enterprises in the intelligent connected vehicle industry chain. And the new ten rules of Xiangcheng talent policy, through the industry characteristics of "building nests to attract phoenixes, improving supporting facilities to attract enterprises to settle in".

Perfect medical services, strong financial support, complete commercial facilities, abundant talent and industrial subsidy policies have built a rock-solid foundation for industrial development, and the subsequent attraction of enterprises and aggregation of industrial ecology will be a natural result.

For example, Momenta (initial velocity) was introduced for intelligent acceleration decision algorithm solutions; Zhijia Technology was introduced for autonomous driving truck technology companies; Zhixing Zhongwei Intelligence was introduced for intelligent driving simulation testing; Zhitu Technology was introduced for intelligent acceleration software and hardware systems; Ruidi Measurement and Control was introduced for intelligent network test equipment and services; Ouster was introduced for lidar, one of the important sensors of Adas; Shangshan Zhicheng was introduced for intelligent driving safety and intelligent inspection; Qingzhou Zhihang was introduced for the implementation of complex urban traffic scenarios, etc. Xiangcheng District has quickly gathered more than 60 intelligent driving companies, covering three categories: intelligent driving industry chain, information interaction, and basic support, involving more than 30 industry chain segments.
It is gratifying to see that in the process of developing the intelligent connected vehicle industry in Suzhou Xiangcheng, a pyramid-shaped structure model of "supporting facilities - attracting enterprises - industrial ecology" has actually been established around the four dimensions of industrial foundation, policy support, development factors, and industry environment.
2. Xiangcheng continues to build a pilot zone for intelligent vehicle networking
Suzhou Xiangcheng has a unique geographical advantage and is located in the hinterland of the Yangtze River Delta Economic Zone. At the same time, Xiangcheng actively connects with development strategies such as the Yangtze River Delta integration, the Yangtze River Urban Agglomeration, and the Shanghai Metropolitan Area, and strives to build a "model area for industrial and urban integration and a pilot area for innovative development of the Yangtze River Delta integration."
As a pilot area for intelligent driving application demonstration in the Yangtze River Delta and even the whole country, Suzhou Xiangcheng was approved as the first batch of vehicle networking (intelligent connected vehicles) pilot areas in Jiangsu Province in 2019, and is currently accelerating the creation of a national-level vehicle networking pilot area. It was the first to use the intelligent control center of the Yangtze River Delta Intelligent Connected Vehicle Industry Demonstration Zone, built a total of 8.4 kilometers of intelligent connected public test roads, and equipped with a regional super edge computing center, reaching the domestic leading level.
Suzhou High-speed Railway New Town has already taken the lead in the province to have a test road that has passed expert acceptance, namely the 8.4-kilometer Suzhou High-speed Railway New Town Intelligent Connected Vehicle Public Road (Phase I) with highly coordinated "people, vehicles, roads, networks, and clouds" under 5G coverage. This year, the second phase of 27.5 kilometers of test roads will be completed, gradually covering national and provincial roads and urban roads, achieving full 5G coverage, and promoting efficient interconnection of information among people, vehicles, roads, networks, and clouds.

Using "smart roads" to protect "smart cars" and make up for the deficiencies in information perception, analysis and decision-making, the Xiangcheng District Government of Suzhou has promoted the penetration rate of the Internet of Vehicles by utilizing the capabilities of intelligent networking, empowering smart transportation with intelligent networking technology, and promoting the healthy and orderly development of industrial integration.
3. Continuously strengthen innovation capabilities and implement multiple intelligent driving innovation platforms

In recent years, in order to accelerate the creation of a high-quality industrial ecology, Xiangcheng has continued to make efforts in platform construction, and has successively carried out industry-university-research cooperation with Tsinghua Suzhou Automotive Research Institute, Tongji University and others, and established high-quality cooperation platforms such as Tongji University Big Data Internet of Vehicles (Xiangcheng) Innovation Center, Sino-Italian Automotive Technology (Suzhou) Innovation Base, and Sino-Austrian Intelligent Driving Innovation Center.
Xiangcheng has also joined hands with Wuhan University of Technology to build the Xiangcheng (Wuhan) Intelligent Connected Vehicle Industry Innovation and Entrepreneurship Center, and cooperated to support the construction of the Intelligent Connected Vehicle Industry Innovation and Entrepreneurship Center. At the same time, it has cooperated with many universities to provide think tank services such as strategic planning and policy research. Invite more high-level talents to participate, transform a batch of scientific and technological achievements, and incubate a group of high-tech enterprises. Create an innovative and entrepreneurial platform that integrates application technology research and development, technology transformation docking, professional talent training, innovation and entrepreneurship, and industrial incubation, and provide strong support for the development of the Yangtze River Delta Intelligent Acceleration Demonstration Zone.
In addition, at the conference, the unveiling ceremony of the Yangtze River Delta International R&D Community Intelligent Connected Vehicle Research and Innovation Park and the launch ceremony of the Yangtze River Delta International R&D Community New Infrastructure·Intelligent Transportation Industrial Park were held successively, adding a new platform for the development of Xiangcheng's intelligent driving industry.
According to reports, the Yangtze River Delta International R&D Community Intelligent Connected Vehicle Research and Innovation Park focuses on leading entrepreneurial innovation in the intelligent vehicle networking industry, and has currently settled in intelligent driving companies such as Momenta (Initial Velocity), HoloMatic, and Zhitu Technology. The Yangtze River Delta International R&D Community New Infrastructure Intelligent Transportation Industrial Park covers an area of ​​157 acres and a total construction area of ​​360,000 square meters. It can accommodate more than 100 intelligent transportation and intelligent connected vehicle companies, and provide closed and semi-open intelligent connected demonstration application scenarios.
4. From Robo-Taxi to Robo-Bus citizen experience route released,

After the frenzy of pursuit of autonomous driving, a group of companies have gone from booming to shrinking, and the industry has gradually begun to calm down. How to realize the commercialization of autonomous driving has become an urgent problem that the industry needs to solve.
In order to accelerate the transition of intelligent connected vehicles from R&D testing to demonstration applications, Suzhou Xiangcheng has fully opened up new scenarios for intelligent vehicle networking applications, accelerating the implementation of five major application scenarios: intelligent sanitation, smart logistics, smart parking, Robo-Taxi, and Robo-Bus, with the goal of recruiting more than 10 fleets and more than 80 intelligent driving vehicles for road demonstration worldwide. Currently, Suzhou has issued the first batch of intelligent connected vehicle road test licenses and 15 demonstration application licenses, and 14 demonstration application models have been put on the road.
As the "hot spots" in the autonomous driving field, RoboTaxi and Robo-Bus are believed to have integrated the advantages of multiple links in the industrial chain, from OEMs to technology companies, travel platforms, urban management and construction and other government agencies, creating a closed loop with the participation of multiple parties, which can form a smooth technology transition plan with low technical complexity and is relatively mature. At the same time, users can experience the novelty and fun of autonomous driving and complete the user-side education of the autonomous driving industry.
Xiangcheng has taken a different acceleration in the layout of the industrial ecology. In June this year, the Xiangcheng District Robo-Taxi demonstration application project was launched first, committed to promoting the implementation of unmanned taxis in Suzhou. At the same time, at the conference site, the Xiangcheng District Robo-Bus citizen experience route was also officially released, injecting a new technological trend into Xiangcheng's layout of smart cities. This Robo-Bus citizen experience route is located in Suzhou High-speed Railway New City and is deployed by Qingzhou Zhihang, a cutting-edge autonomous driving company. There are 8 stations along the way. After it is officially put into operation, Suzhou citizens can make reservations to take the unmanned minibus through their mobile phones, which is expected to bring travel convenience to hundreds of thousands of people in the surrounding area.

Robo-Bus implements a number of new technologies such as vehicle-road collaboration and intelligent signal control in actual application scenarios and realizes normal operation. It can be said that Robo-Bus not only improves the transportation capacity, route optimization, and peak-shifting scheduling of the city's public transportation, but also provides computing power and decision-making support for optimizing costs and subsidies for the entire public transportation industry through the accumulation of intelligent network technology, and also provides a good demonstration role for the implementation of smart transportation in other scenarios.
The comprehensive coverage from Robo-Taxi to Robo-Bus and even other scenarios reflects the determination and open mind of Suzhou Xiangcheng government to build an intelligent connected ecosystem. In the process of promoting the actual integration and development of smart cars and smart cities, it has formed the "Suzhou Xiangcheng Model" of smart transportation.
