Spatial domain algorithm and frequency domain algorithm are the two main methods used in information hiding technology. The problem is that the spatial domain algorithm has poor robustness and the frequency domain algorithm has small embedding capacity. In this paper, the frequency domain problem is solved by setting the order of multiple block DCT coefficient values to map 0 and 1 codes, so as to hide 4 bits of information in each block. The simulation results show that this algorithm can achieve a higher information hiding capacity, the secret information can be blindly extracted from the encrypted image, and the carrier image can be better restored by setting the hidden position to zero. After the encrypted image is compressed four times by JPEG2000, the secret information can be correctly extracted, that is, the algorithm has a certain anti-compression performance.
