In steady state the left transistor is on and the right transistor is off. Inputting a negative pulse turns the left transistor off and the right transistor on. After a certain period of time, it returns to its original state. This period of time, the quasi-stable time, depends on the size of the capacitor C and the charge and discharge resistor R, which is tm≈0.7RC. For example, C=250uF and the discharge resistor R=18k ohms, then tm=3.15s.
