IC1 and IC2 form an inverting half-wave precision rectifier and peak detector circuit. The negative input signal floats with the peak value, which is greater than the C1 voltage, causing the capacitor to be charged to a new peak voltage. The capacitor maintains this voltage until larger signal peaks occur.
