As shown, this simple circuit uses an LM311 in the level detector and a CMOS analog switch to discharge the capacitor. One of the great features of this counter is that the number can be changed. Changing the voltage is only necessary if the comparator is running faster. A cheap analog-to-digital converter can be designed using the same principle.
