According to analysis, most accidents are caused by driver fatigue driving and traffic violations such as speeding and overloading. In order to curb the frequent occurrence of traffic accidents, the Ministry of Public Security, the Ministry of Transportation and the State Administration of Work Safety issued the "Notice on Printing and Distributing Opinions on Preventing Mass Deaths and Mass Injuries in Major Road Traffic Accidents" in October 2001, requiring long-distance passenger vehicles to gradually install car driving recorders that meet relevant national standards. Under the vigorous promotion of the Department of Transportation, by the end of 2005, more than 40,000 operating vehicles in our province had installed car driving recorders. After a period of use, users generally responded that the effect was good. This not only provides a management basis for the safety and technology departments of transportation companies, but also provides evidence for the public security traffic management departments in analyzing and handling traffic accidents. How to make the data recorded by the car driving recorder truly legally effective is a problem that transportation companies or car owners should clarify before installing driving recorder equipment, and it is also a problem worth exploring by the traffic management departments. The car driving recorder, also known as the car "black box", is a digital electronic recording device that records and stores the vehicle's driving speed, time, mileage and other information about the vehicle's driving, and outputs data through an interface. According to the "Measurement Law of the People's Republic of China", the unit that manufactures and repairs measuring instruments must have facilities, personnel and equipment for calibration instruments corresponding to the measuring instruments manufactured and repaired, and pass the assessment of the metrology administrative department of the people's government at or above the county level, and obtain the "Manufacturing Measuring Instrument License" or "Maintenance Measuring Instrument License". For this reason, the unit that manufactures driving recorder products must pass the metrology performance assessment of its samples by the metrology administrative department of the people's government at or above the provincial level before it can be put into production. No unit or individual is allowed to use a driving recorder without a qualified seal or certificate or that has exceeded the calibration cycle and has failed the inspection at the workplace. When purchasing a car driving recorder product, users should find out whether the product has passed the inspection of the national technical supervision department. When choosing a driving recorder for dangerous goods transportation vehicles, it is also necessary to understand whether the product has passed the "explosion-proof certification". According to the 30th item of the "Detailed Catalog of Working Measuring Instruments Subject to Compulsory Verification of the People's Republic of China", it is clearly stipulated that speedometers (highway management speed detectors) must be subject to compulsory verification. The user unit shall conduct regular verification by itself or send it to other metrological verification institutions for verification, and the metrological administrative department of the people's government shall conduct supervision and inspection. The driving recorder belongs to the category of highway management detectors, and its manufacturing, inspection, repair and use shall comply with these regulations. Car driving recorder products are like measuring instruments such as electricity meters, water meters, odometers, and taxi mileage meters used by people in daily life. In order to ensure the fairness, justice and legality of recorded data, the products must be verified and sealed by the metrological administrative department before leaving the factory. During use, due to the mechanical wear of the product, the data is inaccurate, and it should be regularly checked and calibrated and re-sealed. For this reason, the public security vehicle management department of our province will also include car driving recorders in the annual vehicle inspection and testing items. At present, there are still several misunderstandings among users in the selection and use of driving recorder products: 1. Some driving recorder manufacturers have a weak awareness of the national metrology law. At present, there are many kinds of driving recorders on the market, and there are also some fake products. Some manufacturers, in pursuit of immediate interests, just blindly promote their products without considering some issues related to the law, lack of product licenses, metrological performance assessment and other related procedures. 2. Some manufacturers will mislead users when promoting, thinking that the samples submitted for review by some scientific research institutes of the Ministry of Public Security are legal. In fact, the national government has not granted the institute the administrative management rights of the government. The institute only tests the samples submitted by the manufacturer for review, and judges whether the samples submitted by the manufacturer meet the standards by comparing with the GB/T19056-2003 standard promulgated by the state in 2003. It is not responsible for the products sold on the market. The national metrology administrative department has the government administrative function and tests and supervises the production and use of products. 3. Users do not have enough understanding of the performance of car driving recorders. It is unclear whether the performance of the car driving recorder product has technical performance and reliability such as resistance to strong current, strong magnetic field, vibration resistance, data transmission fault tolerance and sealing. These indicators have not been tested under certain environmental conditions. I believe that some of the manufacturer's propaganda is true. To truly understand whether the product can work normally under special conditions, you have to try it. 4. Users do not understand the data collection method of the driving recorder product enough. For example, whether the driving speed is collected from the source of the car transmission system or from the dashboard; how is the repeatability of the data collected by the brake and turn signal? When selecting, users can go to the inspection station to compare the data collected by the driving recorder with the actual measurement value on the vehicle inspection equipment, so as to choose a product with a relatively small error. In order to better promote the application of driving recorders in the road transportation industry, all driving recorder production and use units should strictly implement the "Measurement Law of the People's Republic of China" to make the recorded data legally effective, the product quality is stable and reliable, and there is a law to rely on in the event of an accident. After the user installs the driving recorder equipment, it is more important to use and maintain it according to the product manual and the requirements of the industry management of the transportation management department, so that the driving recorder product can truly become a good helper for safe transportation.
