Conclusion first: The resistors bought from Taobao are too unreliable. The open circuit of the resistors causes the drive relay circuit to be abnormal.
During the debugging process, it was found that there was no relay pull-in sound when the relay circuit driven by pin 4 was driven, indicating that the relay circuit drive was abnormal:

PCB hardware path:
Directly connect a wire to the B set of the transistor to determine whether the transistor is abnormal.
After short-circuiting, the relay is driven normally. Short-circuiting the R8 resistor also drives the relay normally. This indicates that the R8 resistor is open, causing the relay circuit to drive abnormally.
