"Closure Permitted" is a control signal used to indicate whether the meter or other electrical equipment is allowed to perform the closing operation (i.e., connect the power). When the signal is set to "Permitted", it means that the system or equipment has met all the necessary conditions (such as voltage, current, temperature, etc.) and can safely connect the power.
