I used a TVS diode tester to test the TVS diodes and found that the TVS diodes were broken down. Some showed only 3V and some showed more than 7V. 18V TVS diodes

I can't insert pictures here. I used ES-TVS-700 to test this machine. The test showed that the TVS electrical performance was abnormal. The original 18v tvs now tested only 3v. Some were around 7.2v. They were not completely broken down.

I don't know what "machine" you are talking about. If it is a dedicated TVS tester and the instrument functions intact and is used and operated correctly, then it means that the component is damaged or the quality is substandard.
