In recent years, the country has successively issued a series of policies, including "Decision on Accelerating the Cultivation and Development of Strategic Emerging Industries", "Corporate Income Tax Policies to Encourage the Development of the Integrated Circuit Industry", " The 13th Five-Year Plan for the Development of National Strategic Emerging Industries", and "Notice on Corporate Income Tax Policy Issues Concerning Integrated Circuit Production Enterprises", to encourage and promote the development of integrated circuits in terms of funding, taxation, talent, etc.

All provinces and cities have also begun to work hard to attract foreign companies to settle in, recruit talents, and provide incentives or tax reduction policies for local integrated circuit-related companies through a variety of policies. Given the vast territory of China, different local characteristics have emerged.

Yangtze River Delta

The Yangtze River Delta is a key development area for my country's integrated circuit industry. Just like the dashing and martial arts-savvy Huang Yaoshi, its economic development is far ahead of other provinces.

According to the National Integrated Circuit Industry Development Promotion Outline, Jiangsu Province plans to reach a scale of 300 billion yuan in the integrated circuit industry by 2020 , far ahead of other regions. Jiangsu Province's development positioning is mainly to become a well-known integrated circuit industry highland at home and abroad. Jiangsu Province has currently formed a relatively complete integrated circuit industry chain covering EDA , design, manufacturing, packaging, equipment, materials, etc., and has brought together many well-known integrated circuit companies. The integrated circuit industry is mainly concentrated in southern Jiangsu. The sales of the integrated circuit industry in southern Jiangsu account for more than 80% of the total sales in Jiangsu Province , forming an integrated circuit industry belt centered on cities such as Wuxi, Suzhou and Nanjing.

The latest data shows that Wuxi's integrated circuit industry scale reached 111.25 billion yuan in 2018 , exceeding the target one year ahead of schedule, and is undoubtedly already in the first echelon of the domestic integrated circuit industry. Nanjing wants to create an integrated circuit industry landmark. From the "Implementation Plan for Creating an Integrated Circuit Industry Landmark" issued by the Nanjing Economic and Information Commission, it can be learned that Nanjing has clearly proposed to establish a Nanjing Integrated Circuit Industry Investment Fund with a total scale of 20 billion US dollars. Suzhou continues to vigorously promote the development of the third-generation semiconductor industry. At present, Suzhou is actively deploying the middle and lower reaches of the third-generation semiconductor, taking the lead in building a complete ecological chain of the gallium nitride industry, and industrializing the technology.

The development target of Shanghai's integrated circuit industry is 200 billion yuan, second only to Jiangsu Province. Shanghai's development positioning is to create a software and integrated circuit industry cluster and innovation source with international influence. Shanghai is one of the regions with the highest concentration of integrated circuit industry, the most complete industrial chain and the strongest comprehensive technical capabilities in China.

Shanghai has abundant innovative talent resources and a huge platform. At the beginning of 2020 , the Shanghai Municipal Government issued the "Several Opinions on Further Strengthening Investment Promotion and Promoting High-Quality Economic Development". The "Opinions" pointed out that Shanghai will build and layout a number of characteristic parks around key industrial clusters, mainly focusing on key areas such as integrated circuits, artificial intelligence, and biomedicine. For example, in the field of integrated circuits, the focus is on promoting the Pudong Zhangjiang Integrated Circuit Design Park, Jiading Intelligent Sensor Industrial Park, and Lingang New Area Integrated Circuit Manufacturing Park.

Zhejiang Province is more inclined towards the integrated circuit industry design link. Hangzhou is committed to building an integrated circuit design innovation capital. From the "Made in China 2025 Hangzhou Action Outline" issued by the Hangzhou Municipal People's Government, it can be seen that Hangzhou's action goal is to accelerate the research and development of integrated circuit chips and improve the level of localization. It also clearly proposes to expand and strengthen the integrated circuit design industry in the special action for integrated circuit development.

Anhui Province's development positioning is to build a semiconductor industry highland, among which Hefei wants to build China's IC capital . With the official mass production of Hefei Jinghe Integrated Circuit Co., Ltd. and the strong introduction of a number of well-known Taiwanese companies, Hefei has gradually formed a full industrial chain including integrated circuit design and manufacturing, equipment and materials, and has driven other high-tech industries to achieve a good development trend. Anhui Province has gradually formed an industrial chain including integrated circuit design and manufacturing, equipment and materials.

Since the reform and opening up, the Pearl River Delta has relied on its unique geographical advantage of being adjacent to Hong Kong and Macao and the strong support of relevant policies to develop its economy rapidly and become one of the leaders in the country 's economic development, just like Duan Zhixing, who is famous for his "Yang Finger". The Pearl River Delta region aims to become an internationally influential semiconductor and integrated circuit industry cluster. On February 13 , 2020 , the People's Government of Guangdong Province issued the "Several Opinions on Accelerating the Development of the Semiconductor and Integrated Circuit Industry in Guangdong Province", pointing out that it is necessary to seize the favorable opportunity of building the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center, actively develop a number of major semiconductor and integrated circuit industry projects, make up for the shortcomings of the industrial chain, enhance R&D and innovation capabilities, and expand open cooperation, including advanced products such as memory chips and third-generation semiconductor chips.

The scale of Shenzhen's integrated circuit industry ranks first in the Pearl River Delta region. A number of policies have made detailed plans for the development of the integrated circuit industry in the next five years, formulating specific measures from multiple aspects, including improving and perfecting the industrial chain, tackling core technologies, developing and applying new technologies and new products, increasing investment and financing, and improving the talent system, to provide strong support for the development of Shenzhen's integrated circuit industry.

The second is Guangzhou. In the "Several Opinions of Guangdong Province on Accelerating the Development of Semiconductor and Integrated Circuit Industries" issued on February 14 , it was pointed out that it is necessary to optimize the development of chip design and enhance the industry's advantages; focus on the development of characteristic process manufacturing to make up for the industry's shortcomings; actively develop packaging and testing, equipment and materials, and improve the industrial chain.

In Zhuhai, the integrated circuit manufacturing and packaging and testing industry is gradually growing. The establishment of Zhuhai Advanced Integrated Circuit Innovation Institute in 2019 is striving to break through the cutting-edge technology of integrated circuits, integrate upstream and downstream resources, and enhance basic innovation and core competitiveness.

Bohai Rim

The Bohai Economic Zone, which includes Beijing, has a somewhat different status. The development orientation of the Bohai region, which includes Beijing, Tianjin, Hebei, Liaoning and Shandong, is to build an influential integrated circuit industry technology innovation base. The Bohai region is an important integrated circuit R&D, design and manufacturing base in China. The region has basically formed an industrial chain from design, manufacturing, packaging, testing to equipment and materials, and has the conditions for mutual support and collaborative development.

Among them, Beijing is developing very fast. In the latest data, the "Beijing Statistical Communiqué on National Economic and Social Development in 2018" shows that its integrated circuit output increased by 35.4 % . On January 12 , the Beijing government released a work report pointing out that in 2020 , Beijing will focus on the development of the integrated circuit industry, with design as the leader, equipment as the support, and general-purpose and specialty chip manufacturing as the basis to create an integrated circuit industry chain innovation ecosystem.

Tianjin is committed to building a leading domestic integrated circuit industry technology innovation base. The "Implementation Plan for Tianjin to Build a National Advanced Manufacturing R&D Base ( 2015-2020 )" states that "by 2020 , the scale of the city's integrated circuit industry will reach 60 billion yuan , with an average annual growth rate of more than 30% ."

The "Implementation Opinions on Accelerating the Development of the Integrated Circuit Industry" issued by Hebei Province takes "solid foundation and strong core" as the overall idea of Hebei Province, and plans that Shijiazhuang City should focus on the development of microwave integrated circuit design, radio frequency integrated circuit design, etc., to create a national leading special integrated circuit design and manufacturing base.

Midwest

The development of the central and western regions is like Wang Chongyang who founded the Quanzhen Sect. It has been steady and steady, starting with attracting foreign companies and developing steadily. The central and western regions are positioned to create an integrated circuit innovation highland. Shaanxi Province's development plan ranks first in the central and western regions. After the establishment and rapid development of internationally renowned companies such as Intel, Samsung, Qualcomm, Micron and Applied Materials, Xi'an's integrated circuit industry development environment has been optimized and its supporting system has been improved. A complete industrial chain has been formed from the research and production of integrated circuit equipment and silicon materials to integrated circuit design, manufacturing, packaging and testing and system applications, and a pattern of interdependence and coordinated development between the design industry and the packaging and testing industry has been initially formed.

Next are Hubei and Sichuan provinces, which plan to reach a scale of 100 billion yuan in the integrated circuit industry by 2020 , mainly driven by the provincial capitals of Wuhan and Chengdu. Wuhan intends to build a world-class semiconductor industry base.

It is planned that by 2020 , the chip industry in Optics Valley will reach 80 billion yuan, accounting for 80% of the overall planning target of Hubei Province . Chengdu intends to build a Chinese "core" highland, rank among the top in domestic integrated circuit design, build a leading domestic compound semiconductor industry chain, and build an important national chip production base.

Chongqing City intends to build a "new pole" for China's integrated circuit industry and build an integrated circuit industry chain integrating design, manufacturing, testing and packaging. The Chongqing Municipal Commission of Economy and Information Technology proposed that Chongqing should achieve four "10 billion-level" goals in integrated circuits: by 2022 , Chongqing's integrated circuit sales revenue is expected to exceed 100 billion yuan, including 10 billion yuan for equipment and materials , 20 billion yuan for design companies , 30 billion yuan for packaging and testing , and 40 billion yuan for manufacturing . In order to accelerate the cultivation of new development momentum and focus on promoting high-quality development, on January 3 , 2020 , the Chongqing Municipal Government issued the "Chongqing Action Plan for Introducing Science and Technology Innovation Resources ( 2019-2022 )". The "Action Plan" pointed out that Chongqing will promote development in key areas such as big data, artificial intelligence, high-end equipment, integrated circuits, and biomedicine.

In addition to the above-mentioned major economic clusters in my country, the development of the integrated circuit industry in several other cities is also showing a hot trend.

Dalian City is home to Intel Semiconductor, a global leader in integrated circuits, which is attracting industry chain companies to gather there. It plans to build a world-class integrated circuit industry base, with the output value of the integrated circuit industry reaching 50 billion yuan by 2025 .

Jinan City has taken a different approach and plans to "overtake on a curve", planning to build a world-leading wide bandgap semiconductor industry base. By 2025 , the output value of wide bandgap semiconductors will reach 18 billion yuan, and by 2030 , it will reach 100 billion yuan.

Xiamen City has built a complete integrated circuit industry chain, and plans to reach 150 billion yuan in the integrated circuit industry by 2025. Its strength should not be underestimated.

As a county-level city, Jinjiang City will surely achieve its goal of increasing the scale of its integrated circuit industry to 100 billion yuan by 2025 , with the implementation of the Jinhua memory integrated circuit production line project and the support of the National Integrated Circuit Industry Investment Fund, known as the "national team", and the Anxin Industrial Investment Fund, known as the "local team ".

Qingdao is accelerating the construction of China Electronics Technology Group Corporation's Electronic Information Equipment Industrial Park, Inspur Global R&D Headquarters Base, Inspur Big Data Industrial Park, Qingdao (Core Park) Semiconductor Industrial Base, Qingdao Core Valley and other parks.

A large part of the reason is that my country's western region is vast and sparsely populated, and its economic development has always been at a disadvantage. Although years of development have enabled the western economy to stabilize on a higher level, the integrated circuit industry is, after all, a high-tech and sophisticated industry, and it is still difficult for the western region to take over.

The continuous implementation of local policies, while implementing the policies of our country, has also promoted the sustainable development of integrated circuits in various places, and also brought different vitality to the local economy. Under the continuous catalysis of policies, it will be just around the corner for various places to create integrated circuit industries with local characteristics.
