I am using the KEIL5.25 platform. I was able to use the GD32E230C normally before upgrading to the GD32E231C. Since upgrading to the 231 development board, the 230 development board cannot be downloaded and burned. Every time, the prompt is as shown below. The same is true after I upgraded KEIL to 5.28. I tried to change the files in the original code from 230 to 231 but failed.

After repeated attempts, I suddenly thought of modifying the chip settings based on the 231C project, deleting the hardware settings for the 231 development board, and modifying the hardware settings for the 230C accordingly. Finally, I compiled and downloaded it again, and this time it was successful. The following is the compressed package of the project file, which can make LED1 flash normally, but the LCD is not yet driven.

I also only have a limited understanding of the problem. When I encounter a problem, I can only test it repeatedly and search for help online. From your description, I can't tell where the problem lies. I suggest you start with the IDE to see if the parameter selection is correct? Is the upgrade package complete? Does the version need to be updated, etc. I wish you good luck.
