In recent years, with the development of domestic science and technology, China has been in the world's leading position in high-tech fields such as 5G and AI, and the US sanctions against China have emerged one after another. In particular, the sanctions against China during Trump's administration were unprecedented, and the ZTE and Huawei incidents sounded the alarm for the Chinese people. After Biden was elected as the US President in 2021, he still did not relax the technological blockade against China, and continued to impose export controls and economic sanctions on many domestic physical enterprises.
In order to systematically present the trend of US sanctions against China and help domestic semiconductor companies prevent and control compliance risks, on December 18, 2021, Aijiwei released two important professional reports, "Moving Forward in an Uncertain Era - Interpretation of US Sanctions Data on China" and "Collection of US Sanctions on China since 2018", at the 3rd Annual Meeting of the China Semiconductor Investment Alliance.
Among them, "Moving Forward in Uncertain Times - Interpretation of US Sanctions against China" analyzes the measures, targets, trends and other aspects of US sanctions against China in recent years, and on this basis, provides compliance recommendations for enterprises. The interpretation is made from five aspects, namely: the "blacklist" of US economic sanctions and export controls; an overview of US sanctions against Chinese companies and individuals; sanctions measures against Chinese entities by various US departments; the execution structure of various US departments; and a summary and recommendations on US compliance risks.
According to the report, since 2018, the United States has issued a number of sanctions around Sino-US trade frictions. In 2021, with Biden's inauguration, Sino-US relations have entered a new era. According to the dynamics of various US departments in recent years, the US government still maintains strict blockade restrictions on China in high-tech fields such as semiconductors, 5G, aerospace, etc., and imposes export controls on key items or technologies needed by China, delaying China's technological development through a series of "containment strategies." The report pointed out that the US has a large "blacklist" of sanctions against China, and the main sanctions measures include economic sanctions, export controls, diplomatic sanctions, etc. The targets of sanctions are more inclined to China's leading cutting-edge fields in the world, such as 5G, AI, etc., and the reasons for sanctions often include military-related, human rights and other aspects.
The "Collection of U.S. Sanctions on China Since 2018" details the sanctions imposed on more than 1,000 entities or individuals by the U.S. Treasury Department, Commerce Department, Justice Department, State Department, Federal Communications Commission, Defense Department, Presidential Executive Office, Immigration and Customs Enforcement, and other departments from January 1, 2018 to October 31, 2021. The report shows that the U.S. Treasury Department, Commerce Department, Justice Department, and State Department are the main implementing departments of sanctions against China. The above four departments have imposed sanctions on 725 Chinese entities and 241 individuals since 2018.
